Imported fruits grab the "C position"-China ushered in the peak season for tropical fruit

2021-06-24

At 10 a.m. on June 7, a container truck loaded with fresh Vietnamese lychees drove into the Pingxiangpu Zikafeng Cargo Supervision Center. The customs officers of the Second Section of Friendship Customs Supervision under Nanning Customs immediately carried out "simple inspections" in accordance with system instructions. The entire inspection process takes less than 30 minutes. It is reported that there are currently 11 designated supervision sites for inbound fruits in Guangxi, ranking first in the country, including 8 along the border (Pingxiang Railway, Youyiguan, Puzhai, Nongyao, Shuikou, Longbang, Dongxing Intercity District, Dongxing Second Bridge ), 2 coastal ports (Fangcheng Port, Qinzhou Port), and 1 airport (Guilin). As the ports and varieties of imported fruits increase, the cheap and high-quality tropical fruits from Southeast Asia will be a supplement to the low season of Chinese fruits, and domestic consumers will be able to taste more fresh imported fruits.

Ensure high port supervision efficiency

On May 24, a cold-chain container train full of Thai durians was transferred across the country after being inspected by the Pingxiang Customs under Nanning Customs at the Pingxiang Port Logistics Center of the State Railways. As of June 1, Pingxiang Railway Port had imported 776 containers of Southeast Asian fruits with a total weight of 13,500 tons and a value of US$56,014,800, all exceeding the level of last year.

Pingxiang, located on the border between China and Vietnam, is one of China's largest land ports for fruit import and export, and Pingxiang Railway Port is the only border international railway port in Guangxi. On February 22 last year, the Pingxiang Railway Port was approved as a designated supervision site for imported fruits, realizing the normalization of international cold chain container trains. In April last year, it was again qualified as a port of entry for Thai fruits through a third country. Thailand, Vietnam and other Southeast Asian specialty fruits can easily enter the Chinese market by rail. By leveraging the advantages of railway transportation during the epidemic, the customs clearance pressure at land ports such as the Youyiguan Pass has been effectively eased, and the development of foreign trade at the ports has been given new impetus.

According to reports, according to the import demand of tropical fruits in Southeast Asia, Pingxiang Customs extended the inspection operation time every day, improved the monitoring hardware facilities such as sampling, disinfection and video monitoring, to ensure standardized supervision; strengthened the inspection and quarantine risk monitoring of imported fruits, and designated personnel to supervise sampling and sample delivery. Integrate sampling, testing and other links to improve the supervision and inspection capabilities of imported fruits; open up a "green channel", shorten the inspection cycle, improve inspection efficiency, and promote more varieties and better quality of Southeast Asian fruits to enter the Chinese market.

At Puzhai Port, it is the peak season for Vietnamese lychees to enter the country. "Youyi Customs implements classified inspection, focusing on the inspection of imported litchi quarantine pests; strengthens rapid laboratory inspections, strictly detects drug residue content, and strictly prevents unqualified litchi imports; investigates the import scale, market dynamics, and customs clearance requirements of enterprises in advance, and formulates The supervision plan ensures that the goods will be inspected at any time and realize fast customs clearance.” said Peng Renkai, deputy chief of the Second Section of Customs Supervision, Youyi Customs. According to statistics, as of June 1, Friendship Customs has supervised the import of Vietnamese lychees totaling 3,033 tons with a value of 10.01 million yuan.

Imported fruits have prospered the border trade market. With the arrival of the traditional peak season for fruits such as Thailand's durian, mangosteen and Vietnamese lychee, Pingxiang City imported 54,000 tons of fruits in April, with a value of 1.606 billion yuan, an increase of 103.74% and 248.45% respectively from the previous month. In the first four months of this year, the total import and export value of Pingxiang City was 59.38 billion yuan, an increase of 55% over the same period last year. Among them, imports were 22.74 billion yuan and exports were 36.64 billion yuan, an increase of 32% and 73.8% respectively.

Expand the "friend circle" of imported fruits

In recent years, the number of permitted varieties of fruits in Southeast Asia has continued to increase. The latest "List of Fresh Fruit Types and Exporting Countries/Regions Obtaining my country's Inspection and Quarantine Access" published by the General Administration of Customs shows that there are currently more than 50 types of fresh fruits in 47 countries or regions. Fruits have been admitted. On the basis of the original 30 kinds of fruits, the 10 ASEAN countries are currently promoting the access of Vietnamese passion fruit, durian and other products, and the types of imported fruits are increasing.

On May 29th, the first batch of Cambodian fresh mango tasting activities to be exported to China organized by Guangxi Guangbai Supermarket was held in South China City, Nanning City and Wanda Mao. This batch of mangoes, totaling 6 containers, weighing 147 tons, departed from Sihanoukville Port in Cambodia on the evening of May 20 and arrived at Qinzhou Port on the 21st. They are planned to be sold to Beijing, Henan, Liaoning, Zhejiang, Shandong and other places.

"With the support of the customs, Cambodia's first batch of fresh mangoes were successfully exported to China. This will help us broaden our trade development channels and meet consumer demand in the domestic market." said Lan Bin, general manager of Guangxi Xianglong Logistics Co., Ltd.

It is understood that the annual output of Cambodian mangoes is about 1.5 million tons. In June 2020, China and Cambodia signed and exchanged the Phytosanitary Protocol for Cambodian Mangoes Exported to China. In March of this year, China conducted inspections and assessments of Cambodian mango orchards and packaging plants. On April 26, the General Administration of Customs of China officially announced the list of Cambodian mango orchards and packaging plants for export to China. Mango has become Cambodia's second fresh fruit that can be directly exported to China after bananas, which is of great significance to boosting the development of trade between China and Cambodia.

Open the "dual channel" of fruit import

On May 14th, 13 container vehicles loaded with 275 tons of Vietnamese fresh dragon fruit, jackfruit and Thai durian from Mong Cai, Vietnam, entered the designated supervision site for imported fruits from the second bridge of Beilun River in Dongxing, China in an orderly manner. Customs officer of Dongxing Customs under Nanning Customs After completing the supervision and quarantine process, the batch of fruits was shipped to all parts of the country.

According to Li Shuqing, head of the logistics monitoring section of Dongxing Customs, according to the regulations of the General Administration of Customs, fresh fruits imported from land ports through a third country must be signed by the competent authority of the country of origin and the General Administration of Customs. On April 27, 2020, the General Administration of Customs and the Ministry of Agriculture and Cooperation of the Kingdom of Thailand signed the "Protocol on Inspection and Quarantine Requirements for Imported and Exported Fruits from China and Thailand to a Third Country", stipulating that Thai fresh fruit can pass through a third country (Vietnam) from Dongxing Port ( Beilun River Second Bridge) import. On April 27, 2021, the General Administration of Customs approved the designated supervision site for imported fruits at Dongxing Port (Beilun River Second Bridge) to officially handle imported fruit business. Since then, Dongxing has realized the "dual channel" development of Beilun River Second Bridge and the floating bridge in the urban area. Fruit import business.

It is reported that the designated supervision site for entering fruits at Dongxing Port (Beilun River Second Bridge) has 4 cold chain inspection parking spaces and 4 general inspection parking spaces, about 150 tons of supervised cold storage and related quarantine treatment facilities, which can meet the inspection and inspection of different types of imported fruits. Quarantine treatment and other inspection and quarantine requirements. On the premise of ensuring the safety of supervision, the customs will give priority to the inspection of imported fresh fruits and make appointments for customs clearance on weekends and holidays, so that consumers can eat more fresh and high-quality foreign fruits.
