Liu Xiaotang said at the meeting that in recent years, the Qinzhou Port Area of the Guangxi Pilot Free Trade Zone has actively promoted the Chinese and Malaysian governments to sign the "Protocol on Inspection and Quarantine and Veterinary Hygiene Conditions for Malaysia Maoyan Imported to China" to achieve normalization of the import of Malaysian Maoyan. Promote the construction of Maoyan pretreatment center. The Maoyan procurement and pre-processing links are arranged in Malaysia, and the Maoyan can be exported to China after pre-processing. Promote domestic companies to participate in the pretreatment center to ensure stable supply of raw materials and quality assurance.

At the same time, the Qinzhou Port area of Guangxi Pilot Free Trade Zone will build a bird's nest processing base and a national key laboratory for bird's nest and nutrition and health food testing. Layout the processing, R&D, and sales links in the area to provide important technical support for the inspection and supervision of bird's nest and related import and export food.

The Qinzhou Port area of the Guangxi Pilot Free Trade Zone explored the establishment of technical specifications and standards, and successively established local technical specifications and standards such as Guangxi imported Maoyan inspection and quarantine standards, imported Maoyan quality grade standards, Maoyan processing enterprise production management specifications, and avian influenza prevention standards. . Innovatively establish a full-process supervision mechanism, and establish a full-process safety supervision mechanism from supply, pretreatment, customs declaration, customs transfer, inspection, testing, warehousing to subsequent processing and production, and a full-chain quality traceability system.

In addition, the Qinzhou Port area of Guangxi Pilot Free Trade Zone will build a super factory for the production of bird's nest. Introduce a fully automated and intelligent unmanned workshop to build the world's first platinum bird's nest super factory that can undertake 1/3 of the total import volume of nationally traceable net bird's nest, and accelerate the innovation and development of the bird's nest industry.

Up to now, 10 bird’s nest processing enterprises in the Qinzhou Port area of Guangxi Pilot Free Trade Zone have obtained the approval of the General Administration of Customs for processing edible bird’s nests, accounting for 71.4% of the country; as of July 2021, the total import value of bird’s nest products has exceeded 100 million yuan. The total industrial output value is about 82.95 million yuan. The country's first China-ASEAN bird's nest cross-border industrial chain integrating Maoyan import, testing, standardized processing, supply chain financial services, cultural research, exhibition and sales, and bird's nest trading has been formed.

Liu Xiaotang said that in the next step, the Qinzhou Port Area of the Guangxi Pilot Free Trade Zone will seize the opportunity of restructuring the value chain of the international industrial chain and supply chain. Relying on the advantages of the Pilot Free Trade Zone and the "two-country double park", the Qinzhou Port area will be found in the cross-border area. Development positioning, key links and key products in the industrial chain, further improve the industrial planning layout, innovate supporting policy systems, and accelerate the construction of a cross-border industrial chain supply chain value chain for ASEAN in the direction of chemical new materials, electronic information vehicles and new energy vehicles. .

Su Jian, deputy director of the Department of Commerce of Guangxi Zhuang Autonomous Region, said at the meeting that Guangxi will take the pilot free trade zone as the lead to accelerate the construction of a cross-border industrial chain supply chain value chain for ASEAN and promote the development of an open economy.

The "Implementation Opinions" focus on key links such as manufacturing, trade, logistics, markets, and services. They are benchmarking against new international economic and trade rules, and are driving the development of manufacturing and manufacturing, promoting trade transformation and upgrading, promoting cross-border logistics efficiency and capacity expansion, and expanding domestic and international 23 measures have been proposed in the two markets, leading to the first trial of RCEP economic and trade rules.
