In recent years, with the acceleration of the transformation of green waters and green mountains into golden mountains and silver mountains, and the continuous deepening of the global concept of "bamboo instead of plastic", the export of bamboo, wood and grass products is increasing year by year. It has made a great contribution to the employment of labor force and the promotion of economic development. The following editor has compiled the export guidelines for bamboo, wood and grass products, let's take a look.

1. Apply for export qualification

Application method: Online platform for customs administrative approval (website: http://pre.chinaport.gov.cn/car)

Application materials:

Application form for registration and classification management of outbound bamboo, wood and grass product manufacturers;

The floor plan and brief description of the enterprise plant area;

The production process flow chart, including the technical indicators and related instructions of each link, etc.;

List of main raw and auxiliary materials used in production and processing, self-inspection and self-control plan.

2. Qualification review

Review time limit:

The customs shall complete the preliminary examination and acceptance within 5 working days from the date of receipt of the application materials.

If the application materials submitted by the enterprise are incomplete, it shall be completed within the prescribed time limit; if the application fails to be completed within the prescribed time limit, the application shall be deemed to have been withdrawn.

The comprehensive review and assessment shall be completed within 20 working days from the date when the customs accepts the application. After review and assessment, if the license conditions are met, the decision to approve the registration license shall be made and announced in a timely manner. The enterprise shall apply for classified management to determine the enterprise category.

Qualification period:

The validity period of the qualification for the outbound bamboo, wood and grass product manufacturing and processing enterprise is 4 years. If the validity period of 4 years has expired, an application should be filed with the customs to go through the renewal formalities in advance.

3. Hierarchical and classified management

1. Classification management of bamboo, wood and straw products: According to the production and processing technology and technical indicators of epidemic prevention treatment, bamboo, wood and straw products are divided into three risk levels: low, medium, and high.

(1) Low-risk bamboo, wood and grass products: those that have undergone degreasing, cooking, roasting, and other anti-insect, anti-mildew and other anti-epidemic treatments;

(2) Medium-risk bamboo, wood and grass products: those that have been fumigated or treated with anti-insect and anti-mildew agents;

(3) High-risk bamboo, wood and grass products: those that have been exposed to the sun and other general epidemic prevention treatments.

2. Classification management of export enterprises of bamboo, wood and straw products: The customs assesses and assesses the enterprises that export bamboo, wood and straw products, and divides the enterprises into three types of enterprises: one, two, and three. The qualifications that Type I and Type II enterprises should have can be read through the "General Administration of Customs Website-Customs Regulations" section or consult the local customs. Enterprises that do not meet Class I or Class II conditions and those that have not applied for classified assessment are classified as Class III enterprises.

4. Daily supervision and management

The customs shall supervise and manage the whole process of the production, processing and storage of outbound bamboo, wood and grass products. The main content includes:

(1) Check the effective operation of the enterprise's quality management system and the implementation of epidemic prevention measures in production, processing, and storage;

(2) Check whether the production, processing, and storage conditions of the enterprise meet the epidemic prevention requirements;

(3) The rectification of quality problems by the enterprise;

(4) Other contents that should be checked.

5. Relevant regulations on random inspection

#1 Quarantine basis for exporting bamboo, wood and grass products:

(1) The bilateral quarantine agreement (including agreement, memorandum, etc.) signed between my country and the importing country or region;

(2) The quarantine regulations on bamboo, wood and grass products of the importing country or region;

(3) my country's quarantine regulations on outbound bamboo, wood and grass products;

(4) Quarantine requirements stipulated in trade contracts, letters of credit, etc.

#2 Sampling inspection ratio: According to the type of enterprise and the risk level of bamboo, wood and grass products, the batch inspection ratio of outbound bamboo, wood and grass products is:

(1) For the low-risk products of the first-class enterprises, the random inspection ratio is 5%~10%;

(2) For the medium-risk products of the first-class enterprises and the low-risk products of the second-class enterprises, the proportion of random inspection is 10%~30%;

(3) For high-risk products of Type I companies, medium-risk products of Type II companies, and low-risk products of Type III companies, the proportion of random inspections is 30%~70%;

(4) For the high-risk products of the second-category enterprises, and the medium-risk and high-risk products of the third-category enterprises, the random inspection ratio is 70% to 100%.

#3 In recent years, in order to increase service efforts and effectively promote exports. In order to encourage enterprises to assume the main responsibility for quality, the customs has greatly reduced the proportion of random inspections of bamboo, wood and grass products exported by excellent enterprises on the basis of strengthening supervision during and after the incident. The rate of random inspection of the export products of Type I enterprises shall not be higher than 1% of the export batches. Specifically, the local customs shall conduct inspections on the batches that are targeted for distribution and control in accordance with the instructions of the business information system.

#4 Outbound bamboo, wood, and grass products that pass the quarantine inspection shall be issued relevant certificates in accordance with relevant regulations; those that fail the quarantine inspection shall be released after passing the treatments such as detoxification and reprocessing; if there is no effective treatment method, they shall not be allowed to leave the country.
