According to the "Interim Measures for the Administration of Import Tariff Quotas for Agricultural Products" and other relevant regulations, the National Development and Reform Commission and the Ministry of Commerce recently announced the redistribution of agricultural import tariff quotas in 2022.

The announcement stated that end users who hold import tariff quotas for wheat, corn, rice, cotton and sugar in 2022 have not signed an import contract for the full quota quantity that year, or have signed an import contract but are expected to be unable to ship from the port of origin before the end of the year. , shall return the unfinished or unfinished part of the tariff quotas held by them to the local development and reform commission and the competent commerce department before September 15. The National Development and Reform Commission and the Ministry of Commerce will redistribute the returned quotas. For end users who have not returned the quota before September 15 and have not fully used the quota before the end of the year, the National Development and Reform Commission and the Ministry of Commerce will deduct the corresponding varieties proportionally when allocating the import tariff quota of agricultural products for the next year.

End users who have obtained the 2022 import tariff quotas and have used them all, as well as new users who meet the application conditions listed in the relevant allocation rules but have not obtained the 2022 import tariff quotas at the beginning of the year, can apply for the re-allocation of agricultural import tariff quotas. The applicant enterprise needs to submit the redistribution application materials to the local development and reform commission and the competent commercial department from September 1 to 15. The development and reform commissions of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, Xinjiang Production and Construction Corps, and competent commerce departments began to receive the application materials for redistribution of grain and sugar that were filled in as required on September 1, and the redistribution applications included in the application form. The information is uploaded to the Tariff Quota Management System for online declaration. Before September 17, the aggregated redistribution application materials will be forwarded to the National Development and Reform Commission or the Ministry of Commerce in written form.
