New Trends in International Trade: The "New Three Kinds" of Foreign Trade Lead Growth with

2023-04-13

After completing the customs declaration procedures at the Yantian Port Terminal in Shenzhen, 150 BYD Tang EV vehicles departed for Oslo, Norway via container transportation, and another new energy vehicle from China entered the European market.

Electricity (new energy vehicles), light (photovoltaic products), and lithium (lithium batteries) are known as the "new three" in current foreign trade, and related export industries are growing rapidly. In 2022, China's foreign trade withstood multiple unexpected factors, with the total import and export value of international trade exceeding 40 trillion yuan. Among them, the leading role of electric vehicles, photovoltaic products, and lithium-ion batteries in new energy is prominent, with exports increasing by 131.8%, 67.8%, and 86.7% year-on-year, respectively.

In the first two months of this year, products with high technology, high added value, and leading the green transformation remained new growth points for exports. The reporter learned from the Shenzhen Customs District that from January to February, the export of new energy vehicles exceeded 3.6 billion yuan, the export of photovoltaic products reached nearly 500 million yuan, and the export of lithium batteries reached nearly 13 billion yuan, with year-on-year growth of about 2300%, 64%, and 62%, respectively.

Rapid growth in international trade exports of new energy vehicles

As early as ten years ago, the Shenzhen New Energy Vehicle Industry Base was established in Pingshan, Shenzhen. With the continuous development and growth of the industry, Shenzhen has become one of the most complete cities in the global new energy vehicle industry chain.

BYD's production and sales volume increased from the first to the first million vehicles, taking 13 years; from the first to the second million vehicles, taking only 1 year; from the second to the third million vehicles, taking only half a year. BYD's new energy vehicle development has entered a 'fast lane' and is actively expanding into international trade markets. "Liu Feng, the head of customs affairs at BYD Automotive Industry Co., Ltd., told reporters that BYD's main export markets are Oceania, Europe Since the beginning of this year, BYD has further expanded its overseas market layout in Southeast Asia and other sectors, actively exploring the new energy vehicle market in South Asia, Central Asia, West Asia, Africa and other sectors.

In order to assist the new energy vehicle industry in stabilizing orders and expanding the market, and ensure safe and smooth exports, Shenzhen Customs District has implemented a real-time docking arrangement of "early declaration+direct loading upon arrival", allowing goods to be released upon arrival, significantly shortening the time of goods in port and reducing customs clearance costs for enterprises. In the first two months of this year, BYD exported nearly 25000 new energy vehicles, and BYD Auto Industry Co., Ltd. was awarded 82 certificate of origin, involving about 1.3 billion yuan of goods value and about 65 million yuan of preferential tariff. The export market competitiveness of enterprises is stronger.

Based on the leading industry advantage of 'smart cars' in Pingshan District, we have established a new energy vehicle quality and safety risk monitoring point and established the Pingshan Customs New Energy Vehicle Industry Empowerment Studio. We focus on various safety accidents, customer complaints, recall events, policy and regulatory changes, TBT notifications, and other situations that occur in the import and export new energy vehicle industry, and smooth communication channels between customs and enterprises Du Fenlei, the head of the second inspection department of Shenzhen Pingshan Customs, said.

The demand for photovoltaic products has surged

On March 21st, a van loaded with 168000 solar cells drove into the exclusive exit channel of Shenzhen International Freight Station. After being reminded to release by the customs intelligent gate, it directly arrived at the export cargo tally platform. In a few hours, all solar panels will be exported to India on international freight flights.

Driven by factors such as fluctuations in fossil energy prices and the proposal of renewable energy development plans by multiple countries, the photovoltaic industry has shown a sustained upward trend. The opportunity for international economic recovery and energy transformation development has also led to a surge in demand for photovoltaic products in the international market. In 2022, China's export of photovoltaic products increased by 67.8% year-on-year, while the total export value of domestic photovoltaic products (silicon wafers, battery cells, and modules) was about 51.25 billion US dollars last year, an increase of 80.3% year-on-year. Data shows that China's exported wind and photovoltaic products have reduced carbon dioxide emissions by approximately 573 million tons compared to other countries, totaling 2.83 billion tons, accounting for approximately 41% of the global renewable energy converted carbon reduction during the same period.

Since the beginning of this year, with the advantages of air transportation capacity and timeliness, the number of solar panels exported through Shenzhen Airport has been continuously increasing. In the first two months, the export of solar cells from this port reached 4.9085 million pieces, a year-on-year increase of 542 times.

Under the 'Sea and Air Port Smooth Flow Plan' customs clearance mode, we can start 'early declaration' after receiving the order, and complete various customs clearance processes such as palletizing and loading in the front tally area. After the system review is completed, we can directly transport it to the airport international trade cargo station for installation and export. The efficiency is high, the cost is low, and the export efficiency is getting better and better! "Said Zhong Jinkang, customs manager of Shenzhen Zhongji Logistics Co., Ltd. happily.

It is reported that the "Sea and Air Port Smooth Flow Plan" business reform project was innovatively launched by Shenzhen Bao'an Airport Customs. In order to help enterprises expand their global trade network, Bao'an Airport Customs also supports the opening and encryption of routes and waypoints between Shenzhen and key global scientific and technological economic and trade regions, creating aviation dedicated lines with more distinctive trade characteristics between the two regions, and safeguarding the development of characteristic industries.

Lithium batteries have strong kinetic energy

Shenzhen, which has a complete power battery industry chain and many leading lithium battery enterprises such as Huabao New Energy and Greep, has always been at a leading level in the segmented fields of power battery materials and manufacturing technology. Its advanced battery material cluster has been successfully selected as one of the "45 National Advanced Manufacturing Industry Clusters", and the lithium battery industry exports continue to grow with strong momentum.

The main products of Shenzhen Huabao New Energy Co., Ltd. are outdoor power supplies, which supply high-power appliances such as microwave ovens and electric ovens. Combined with solar panel charging, they can obtain longer battery life and meet consumers' outdoor tourism and emergency electricity needs. Because it caters to the consumer culture of overseas consumers who enjoy outdoor entertainment, the international trade market prospects for products are very broad. In the first two months, Huabao New Energy exported approximately 100000 boxes of lithium batteries with a value of nearly 220 million yuan, a significant increase of 172% year-on-year.

However, with the rapid growth of international demand for energy storage products such as household solar energy storage power and small industrial energy storage power, the sharp increase in shipment volume and large inspection volume have also put pressure on enterprises.

In response, Guanlan Customs, in collaboration with relevant departments, has strengthened cooperation to provide "one enterprise, one policy" services to leading lithium battery production enterprises. Through convenient measures such as data pre examination, appointment inspection, and early declaration, the channels for new energy products to be exported to the sea are unblocked; Explain the inspection policies, procedures, and standards for dangerous goods inspection, guide enterprises to standardize the use of dangerous goods transportation labels, UN markings, and other elements, and guide enterprises to reasonably avoid trade barriers; Arrange a dedicated person to coordinate the enterprise's shipment plan, and after inspection, identify and issue certificates for seamless integration. The total duration of the entire process is shortened to less than one working day, effectively improving the enterprise's customs clearance efficiency and warehouse turnover rate, and saving logistics costs.

In addition, Shenzhen Customs has established files and projects for lithium battery production enterprises, provided business training for enterprises that have applied for lithium battery packaging for the first time, guided enterprises in standardized declaration, and developed a list of inspection items and a regulatory operation flowchart to facilitate self inspection by enterprises. Priority inspection and priority inspection are provided for advanced certification enterprises to ensure efficient inspection and release of goods.
