Qinghai and Ningxia take the lead in non-hydropower consumption responsibilities
According to the "Notice", starting from 2021, each province will roll out the responsibility weights for renewable energy power consumption at the beginning of each year. At the same time, the current year and the following year will be issued for the consumption responsibility weights. The current year weights are binding indicators. The provinces will perform assessment and evaluation accordingly. The annual weight is an expected indicator, and the provinces carry out project reserves accordingly.
According to the data released this time, Yunnan and Sichuan, the major hydropower provinces, rank in the forefront with the lowest weight of total consumption responsibility. In terms of the lowest value of the non-hydropower consumption responsibility weight, the large “wind and scenery” provinces (regions) Qinghai and Ningxia ranked in the top 2 with 24.5% and 22% respectively.
Compared with the "Letter on Soliciting the Responsibility Weight of Renewable Energy Power Consumption in 2021 and Proposals for the Expected Targets from 2022 to 2030" issued in February this year, the "Notice" has adjusted the indicators of some provinces. For example, Anhui, Shanghai and other provinces (municipalities) have lowered the non-hydropower consumption responsibility weight indicators; Fujian, Guangxi, and other provinces (regions) have increased the total consumption responsibility weight indicators.
Incentives for over-fulfillment of incentive weights
The “Notice” requires that, on the premise of ensuring the completion of the expected target of the weight of responsibilities for consumption in 2025, due to the concentrated commissioning of local hydropower and nuclear power, which affects the consumption space or other objective reasons, if the weight of responsibilities is not completed in the current year, it may be unfulfilled. The accumulative weight of consumption responsibility will be completed in the next year. All provinces can negotiate with each other in a flexible and effective way according to their own economic development needs, resource endowments and consumption capacity, and jointly complete the weight of consumption responsibility. For those who exceed the incentive weight, they will be given incentives in accordance with relevant national policies during the energy dual control assessment.
The National Development and Reform Commission and the National Energy Administration will organize relevant units to track and monitor the progress of renewable energy power construction and the level of consumption and utilization in various provincial administrative regions on a monthly basis, and grasp the implementation of medium and long-term power transactions by the dispatching departments and trading institutions of power grid enterprises on a quarterly basis. Evaluate the implementation of the weight of the consumption responsibility of each provincial administrative area on a half-year basis, and report the completion of the weight of the consumption responsibility of each provincial administrative area on an annual basis.
The speed of new grid connection of wind power and photovoltaic will increase

According to data released by the National New Energy Consumption Monitoring and Early Warning Center, in the first quarter of this year, the utilization rate of wind power was 96.0%, and the utilization rate of photovoltaic power generation was 97.5%, an increase of 0.7% year-on-year. The electricity consumption of the whole country increased by 21.2% year-on-year, creating favorable conditions for the consumption of new energy. In some regions, under the rush of installation last year, there were more new energy installed capacity, the pressure of consumption began to appear, and the utilization rate declined.
