At the beginning of this year, at a special press conference of the Ministry of Commerce, Zhang Li, deputy director of the Foreign Trade Department of the Ministry of Commerce, stated that the Ministry of Commerce will designate 2021 as the "Foreign Trade Innovation and Development Year" and focus on the implementation of three major plans, one of which is "Trade Industry Integration". Plan: Newly identify a batch of foreign trade transformation and upgrading bases and cultivate a batch of processing trade industrial parks".

Xiao Benhua, deputy dean of the Free Trade Zone Research Institute of Shanghai Lixin Accounting and Finance University, said in an interview with a reporter from the Securities Daily that the national foreign trade transformation and upgrading bases are all ranked among the export scale, export potential and technical level of a specific category of products. The forefront of the country, integrating production and export, is an effective and important carrier for cultivating new competitive advantages in technology, standards, brands, quality, and services, and is a new force in my country's foreign trade system. These bases not only made direct contributions to the steady growth of my country’s product exports, but also played a positive role in stabilizing my country’s foreign trade by playing a demonstrative and leading role in the transformation and upgrading of the country’s foreign trade.

According to incomplete statistics on the official website of the Ministry of Commerce, the Ministry of Commerce announced 59, 58, 62, 255, 65, and 65 companies in 2012, 2013, 2014, 2018, 2019, 2020, and 2021, respectively. 64 and 105 national foreign trade transformation and upgrading bases. According to data from the Ministry of Commerce, as of now, there are 578 national foreign trade transformation and upgrading bases across the country, covering 8 major industries of electromechanical products (including equipment manufacturing), agricultural products, light industrial crafts, textiles and clothing, medicine, new materials, professional chemicals, and hardware and building materials.

"Each region actively promotes the transformation and upgrading of foreign trade. On the one hand, it uses the advantages of industrial clusters in various regions to gradually enhance its position in the coordination and division of labor in the global industrial chain and supply chain. On the other hand, it can take advantage of their respective comparative advantages to adapt to local conditions and continue to strengthen in the field of characteristic industries. Innovating and developing capabilities and brand influence, constantly consolidating competitiveness, and vigorously promoting the high-quality development of foreign trade." Liu Xiangdong, deputy director of the Economic Research Department of the China International Economic Exchange Center, said in an interview with a reporter from the Securities Daily.

It is worth noting that in the 105 bases, the electromechanical products (including equipment manufacturing) industry accounts for more than 40%. Talking about the reasons, Xiao Benhua said: First, electromechanical products have been my country's export advantages in recent years. Supported by various policies such as the establishment of a national foreign trade transformation and upgrading base, China has further consolidated my country's export advantages of electromechanical products; second, new crown pneumonia The epidemic has led to a further increase in demand for electromechanical products.

The export performance of my country's mechanical and electrical products is also the most outstanding this year. Statistics from the General Administration of Customs show that in the first five months of this year, exports of high-tech commodities represented by mechanical and electrical products accounted for a relatively large proportion. In the first five months, my country exported 4.78 trillion yuan in mechanical and electrical products, a year-on-year increase of 31.9%, accounting for 59.5% of the total export value.
