Recently, favorable policies in the field of renewable energy have been released intensively. On June 1, the "14th Five-Year Plan for Renewable Energy Development" (hereinafter referred to as the "Plan") jointly issued by the National Development and Reform Commission, the National Energy Administration, the Ministry of Finance and other nine departments was announced to the public. The main direction and goals of renewable energy development during the Five-Year Plan period, and focus on solving difficult problems in the industry. Earlier, the General Office of the State Council forwarded the National Development and Reform Commission and the National Energy Administration's "Implementation Plan on Promoting the High-quality Development of New Energy in the New Era" (hereinafter referred to as the "Implementation Plan"), emphasizing that my country's total installed capacity of wind power and solar power in 2030 will be 12%. The goal of more than 100 million kilowatts is proposed to accelerate the construction of a clean, low-carbon, safe and efficient energy system. Recently, the "Package of Policy Measures for Solidly Stabilizing the Economy" issued by the State Council and the "Opinions on Financial Support to Do a Good Job in Carbon Peaking and Carbon Neutralization" issued by the Ministry of Finance have all proposed to support the construction of large-scale photovoltaic and wind power bases and the construction of clean A low-carbon, safe and efficient energy system.
Renewable energy includes hydro, wind, solar, biomass, geothermal and ocean energy. Taking into account factors such as resource conditions, technological maturity, economy, and construction period, wind power and photovoltaic power generation will provoke the growth of renewable energy power generation during the "14th Five-Year Plan".
From incremental supplement to incremental main
According to the requirement that the proportion of non-fossil energy consumption should reach about 20% in 2025, the "Plan" proposes the development goal of renewable energy: in 2025, the total consumption of renewable energy will reach about 1 billion tons of standard coal; The power generation amounted to about 3.3 trillion kWh; during the "14th Five-Year Plan" period, renewable energy accounted for more than 50% of the increase in primary energy consumption, and the increase in renewable energy power generation accounted for 50% of the increase in electricity consumption in the whole society. Accounted for more than 50%; wind and solar power generation has doubled. This means that renewable energy will change from the incremental supplement of the original energy and power consumption to the main body of the incremental energy and power consumption.
According to the "Planning", the development of renewable energy in the "14th Five-Year Plan" will present new features. The first is large-scale development, and the proportion of installed power generation capacity is further accelerated; the second is high-proportion development, from incremental supplementation of energy and power consumption to the main body of incremental energy, and the proportion of energy and power consumption increases rapidly; the third is market-oriented development, From subsidy-supported development to affordable and low-price development, from policy-driven development to market-driven development; fourth, high-quality development, both large-scale development and high-level consumption, to ensure a stable and reliable supply of electricity.
China has proposed carbon peaking and carbon neutrality goals in 2020, and it is clear that the total installed capacity of wind power and solar power will reach more than 1.2 billion kilowatts in 2030. According to data from the National Energy Administration, as of the end of 2020, the cumulative installed capacity of wind power and photovoltaic power generation nationwide has reached 530 million kilowatts. Based on this calculation, the newly installed capacity of wind power and photovoltaic power generation during the "14th Five-Year Plan" period will be at least 670 million kilowatts.
The industry generally believes that 1.2 billion kilowatts is the bottom line target. It is expected that the newly installed capacity of wind power and photovoltaic power generation during the "14th Five-Year Plan" and "15th Five-Year Plan" period will far exceed the planned target. The National Energy Administration predicts that this year's photovoltaic power generation will add 108 million kilowatts to the grid, an increase of 95.9% over the previous year's actual grid-connected capacity, exceeding previous expectations.
Solve the difficult problems of development
The "Implementation Plan" pointed out that in recent years, my country's new energy development represented by wind power and photovoltaic power generation has achieved remarkable results, the installed capacity ranks first in the world, the proportion of power generation has steadily increased, and the cost has dropped rapidly. However, at the same time, the development and utilization of new energy still has constraints such as insufficient adaptability of the power system to the grid connection and consumption of large-scale and high proportion of new energy, and obvious constraints on land resources.
At this year's National Two Sessions, many representatives put forward suggestions on the development of renewable energy. For example, Zheng Yueming, deputy to the National People's Congress and chairman of Lianhong New Materials Technology Co., Ltd. (hereinafter referred to as "Lianhong Xinke", 003022.SZ), pointed out that my country's photovoltaic, wind power and other renewable energy have a good development momentum, but there is an industrial chain cycle Mismatches, supply chain instability, etc. He suggested that a special plan for the industry should be introduced, clearer installation and progress targets should be formulated, and inspections should be strengthened; technological innovation and key research should be vigorously supported to improve the grid's ability to absorb and regulate renewable energy; fiscal and taxation support should be increased to optimize projects. The approval process and the increase in the on-grid electricity price of renewable energy have further stimulated the enthusiasm of various market players to participate in the project construction.
Liu Hanyuan, deputy to the National People's Congress and chairman of the board of directors of Tongwei Group (600438.SH), suggested to support the development of photovoltaic and other renewable energy industries; improve relevant standards as soon as possible, support corresponding policy mechanisms, increase support, and guide electric vehicles to become grid energy storage Terminals; improve the self-sufficiency rate of zero-carbon and low-carbon energy in photovoltaic and other renewable energy manufacturing industries.
The "Plan" emphasizes that the development of renewable energy should be optimized by regional layout, supported by major bases, led by demonstration projects, and implemented by action plans. , deepening international cooperation and other five aspects of development measures.
Relevant industries welcome major benefits again
Photovoltaic and wind power are the main force in the development of renewable energy. The "Plan" clearly proposes to accelerate the construction of new energy bases on seven continents, including the upper reaches of the Yellow River, the Hexi Corridor, the Jizibend of the Yellow River, northern Hebei, Songliao, Xinjiang, and the lower reaches of the Yellow River, focusing on deserts, Gobi and desert areas.
The industry believes that after the relevant documents are issued, the land use of centralized photovoltaic power generation systems, the demand for distributed wind power photovoltaics, and the approval speed of related projects will be substantially guaranteed and improved. Therefore, it will greatly stimulate the development of related industries.
China Industry News has learned that in addition to national plans and policies, various localities have also issued some incentive policies for new energy industries such as photovoltaics and wind power. Although photovoltaics will enter an era of no subsidies in 2022, local governments are gradually becoming policy promoters in the household photovoltaic market, using local financial subsidies to fill the vacancies left by the withdrawal of state subsidies. According to statistics, at present, more than 30 provinces, municipalities and autonomous regions, including Shandong, Anhui, Guangdong, Zhejiang, and Shaanxi, have clarified their photovoltaic subsidy policies.
At the same time, related industries have seen favorable prospects, and are stepping up the deployment of major projects and focusing on solving the "stuck neck" problem. For example, in the field of photovoltaics, for photovoltaic-grade EVA resin with import dependence of up to 65%, Lianhong Xinke will make key investment layouts during the "14th Five-Year Plan" period, and will build upstream vinyl acetate and other projects to achieve self-sufficiency of raw materials. China Industry News learned from industry insiders that after the completion of the expansion and transformation of Lianhong Xinke's EVA plant in the first quarter of this year, the operation level has been further significantly improved, and the daily output has hit a new high, an increase of more than 20% compared with the previous one.
TBEA (600089.SH) is actively planning a batch of 10 million kilowatt-level wind and solar new energy bases, and through the "source network load storage" model, promote a batch of advanced high-load power plants that use green electricity and have energy consumption levels that are better than industry standards. The energy project will be implemented to create a source-grid-load-storage industrial park with green energy as the main body.
In addition, LONGi Green Energy (601012.SH) will also invest 19.5 billion yuan in Inner Mongolia to invest in the construction of monocrystalline silicon rod and slice projects, high-efficiency monocrystalline cell projects and high-efficiency photovoltaic module projects; JA Solar (002459.SZ) will invest in the next 6 years Will invest 10 billion yuan to develop and build a green photovoltaic new energy base in Qujing City, Yunnan; Hesheng Silicon Industry (603260.SH) will invest 17.5 billion yuan to build a silicon-based new material industry integration project, all of which show the company's commitment to the future development of the photovoltaic industry Confidence.
