1、 New domestic regulations

Measures of the Customs for the Control of Transit Goods Come into Effect

From November 1, 2022, the Measures of the Customs of the People's Republic of China for the Control of Transit Goods (Order No. 260 of the General Administration of Customs) formulated by the General Administration of Customs will come into force. The measures stipulate that transit goods shall be subject to customs supervision from the time of entry to the time of exit; Transit goods may be transported out of the country only after they have been verified and verified by the customs at the place of exit.

The 5th International Expo will be held in Shanghai on November 5

On the morning of November 1, the press conference of the Fifth China International Import Expo (hereinafter referred to as "the Expo") was held. Shanghai set up 150 billion special credit line

On October 21, the official website of Shanghai Municipal Government released the Implementation Opinions of Shanghai on Promoting the Stability and Quality of Foreign Trade (hereinafter referred to as the Implementation Opinions), which came into force on November 1.

In terms of financial support, Shanghai will support the Shanghai Branch of the Export Import Bank of China International Trade to establish a special credit line of 150 billion yuan and issue 10 billion yuan of thematic financial bonds, focusing on foreign trade.

The Implementation Opinions put forward five suggestions: first, to ensure the stable operation of international trade enterprises; Second, increase the support for international trade financial services; Third, promote the optimization of the import and export structure of international trade; Fourth, support the development of new forms and models of foreign trade; Fifth, strengthen the service guarantee of foreign trade enterprises.

Several domestic airlines have successively resumed and opened international routes

China Eastern Airlines plans to resume several international routes at the end of October, including Shanghai Bangkok Qingdao, Hangzhou/Qingdao/Nanjing/Kunming Tokyo Narita, Qingdao/Nanjing/Yantai Seoul Incheon, Qingdao Dubai and other routes.

Air China will resume the Chengdu Shuangliu Paris route and add three new routes from Chengdu Tianfu to Dongying, Linzhi and Bazhong. Air China Chengdu will have 92 outbound routes, including 9 international and regional routes and 83 domestic routes.

The routes of China Southern International Airlines and Hong Kong, Macao and Taiwan regions have been restored in an orderly manner. As of October 20, China Southern Airlines has resumed several popular routes, including 13 routes, including Wuhan Istanbul/Hong Kong, Urumqi Almaty/Bishkek/Dushanbe/Tashkent, Shenzhen Moscow/Dubai, Guangzhou Dubai/London/Frankfurt, Shenyang Seoul/Hong Kong.

In addition, since December 1, China Southern Airlines will resume the Guangzhou New York passenger route, with one round trip per week.

2、 New international regulations

EU: prohibit the production and sale of fuel vehicles from 2035

On October 27 local time, the main institutions of the European Union reached an agreement to ban the production of new fuel vehicles from 2035. This is aimed at accelerating the transformation of electrification and tackling climate change.

Negotiators from the European Commission, the European Parliament and EU member states agreed that auto manufacturers must achieve net zero emissions by 2035. This means that from 2035, new fuel vehicles will not be sold in the EU.

Russia: Allow foreign exchange to leave the country

According to CCTV news, on October 15 local time, Russian President Vladimir Putin authorized the Russian Central Bank to issue a permit for the export of foreign exchange in excess of the equivalent of 10000 US dollars.

India: Initiates anti-dumping investigations against 8 products from China

The Ministry of Commerce and Industry of India has successively issued announcements to launch anti-dumping investigations on eight kinds of products originating in China, including tempered glass for household appliances, viscose filament yarn, gypsum board, alloy steel chisel and hydraulic rock crusher, wheel loader, metronidazole, sulfur black, and industrial laser.

Brazil: Issue regulations to facilitate the import of foreign goods by individuals

According to the Business Office of the Chinese Embassy in Brazil, the Brazilian Federal Taxation Bureau issued the No. 2101 normative guidance, allowing individuals to import goods purchased abroad into Brazil with the assistance of importers.

According to the regulations, there are two modes for individuals to import goods. The first mode is "import in the name of an individual". A natural person can purchase and import goods into Brazil in the name of an individual with the help of the importer for customs clearance. However, this mode is limited to the import of goods related to an individual's occupation, such as tools, artworks, etc.

The second mode is "import by order", that is, import foreign goods by order with the help of the importer. In case of fraud in the transaction, the customs can seize the relevant goods.

Canada: launched double reverse investigation on China's seamless steel oil and gas casing

According to the China Trade Relief Information Network, on October 14, the Canadian Border Service Agency announced that it launched a double counter investigation on the seamless steel oil and gas casing imported from China to review whether the normal value and export price were updated. Stakeholders should submit the questionnaire of this case before November 21, 2022.

US: FCC prohibits Chinese enterprises from selling new telecom equipment in the US

According to the Global Times, US media recently reported that the Federal Communications Commission (FCC) planned to ban Huawei and ZTE from selling new telecommunications equipment in the United States on the grounds of "national security".

The FCC previously prohibited American telecom operators from using federal funds to purchase telecom equipment from Chinese enterprises. The new ban will extend to all purchases of telecom equipment from Chinese international trade enterprises.
