On August 18, 2021, the US Customs decided to reclassify the "network adapter used to connect a computer to a WiFi network" as "used to receive, convert and transmit or reproduce voice, image or other" HTS 8517.62.0090 (duty-free ). Effective October 17, 2021.
U.S. Customs Adjustments to the Classification Ruling of Network Adapters
In the customs announcement and decision on August 18, 2021, the US Customs reclassified the "network adapter used to connect a computer to a WiFi network" as a HTS 8517.62 for receiving, converting and transmitting or reproducing voice, image or other HTS .0090 (tax exempt) instead of switching and routing equipment under HTS 8517.62.0020 (tax exempt). CBP explained that these projects themselves do not perform switching or routing, but rely on external switching or routing equipment.
The ruling HQ H316155 will revoke the ruling NY N301141 to reflect this change, and it will take effect for goods that enter or are removed from customs-supervised warehouses for consumption on or after October 17, 2021.
