Cultivate new advantages in international trade competition and cooperation

2023-03-09

In the new era and new journey, it is of great significance and far-reaching significance to promote high-level opening up. This year's government work report puts forward that "actively promote the accession to high standard economic and trade agreements such as the Comprehensive and Progressive Trans-Pacific Partnership Agreement (CPTPP), and actively expand institutional openness by comparing relevant rules, regulations, management and standards".

Zhang Liqun, a researcher at the Macroeconomic Research Department of the Development Research Center of the State Council, said that institutional opening is an important aspect of high-level opening up. Steadily promote the institutional opening of rules, regulations, management and standards, comply with the new situation and changes of international and domestic development, and also guide China's reform and opening up to form a better benign interactive relationship, that is, promote the construction of a unified domestic market, and steadily promote the institutional opening closer combination and interaction, constantly form a unified market with a higher degree of integration, and make better use of both domestic and international resources. Strongly support high-quality development and constantly improve people's well-being.

Wang Yiwei, director of the Institute of International Affairs of Renmin University of China, said that at present, the global game in terms of rules and standards is becoming increasingly fierce, and the technical competition between countries from the beginning finally falls into the competition of standards and rules, especially in the fields of artificial intelligence, Internet big data and cross-border e-commerce. In order to realize the transformation from the world factory to the world market, China needs to master and continuously improve its institutional discourse.

CPTPP is a multilateral economic integration treaty and an agreement between countries in the Asia-Pacific region. It allows member countries to conduct international trade with low tariffs to strengthen and promote the flow of resources and economic partnership.

It is understood that the CPTPP currently covers 11 member countries, covering about 500 million people, with a total GDP of more than 13.5 trillion US dollars, accounting for about 13% of the global economy.

In September 2021, China formally applied to join the CPTPP. Wang Shouwen, the international trade negotiator and deputy minister of the Ministry of Commerce, said recently that China has conducted extensive contacts and exchanges with members of the CPTPP at different levels. In the future, the domestic pilot free trade zone will deepen reforms in relevant fields in accordance with the high standards of the CPTPP.

Chen Xiangyang, a researcher at the China Academy of Modern International Relations and director of the Center for the Study of the Overall National Security Outlook, said that actively promoting China's accession to the CPTPP reflects China's sincerity and confidence in opening up, that is, not only to demand itself, improve itself, and force reform with high standards of economic and trade agreements, but also to promote regional economic cooperation and promote the healthy and sustainable development of economic globalization with open development and win-win cooperation, Showing the image of a responsible big country opening up to the outside world is in sharp contrast to the individual developed countries that politicize economic cooperation and form "small circles".

"The implementation of high standard international trade and economic rules is the basic goal of institutional opening, and the active docking of high standard international trade and economic rules is an important practice of China's expansion of institutional opening. CPTPP is one of the highest standard international trade rules in the world at present, and the active docking of these high standard economic and trade rules will help China further improve the rules and standards of the free trade zone, create a higher level of openness, better business environment, and radiation effect A stronger and open new highland. " Ni Yueju, a researcher at the Institute of World Economics and Politics of the Chinese Academy of Social Sciences, said.

Ni Yueju suggested that, on the one hand, China should give full play to the pilot role of free trade pilot zones, free trade ports and other open highlands, and form a number of replicable and promotable experiences in rule docking, rule innovation, and rule opening; On the other hand, we should actively participate in the formulation of international trade rules, strengthen China's voice in the reform of the global governance system, and promote the formation of a fair, reasonable and transparent international rule system.
