Customs data: strong exports show China's economic resilience

2023-03-16

Giving full play to the supporting role of exports in the economy is an important focus of current economic work. In essence, export is the satisfaction of overseas demand for domestically produced products and services. Like investment and consumption, it is one of the "three carriages" that drive economic growth. The experience of reform and opening up for many years has shown that the increase in exports has brought the capital needed for the development of enterprises in China, expanded employment, increased foreign exchange reserves, consolidated the wealth foundation of economic growth and the ability to resist risks, and also strengthened the ability of enterprises to develop internationally, becoming the leader of enterprises' "going out". At the same time, exports have also enhanced the international influence of Chinese brands, making "Made in China" popular around the world, and promoting "China Service" to the world.

At present, China has become the world's largest exporter. According to customs data, by the end of 2022, the international market share of exports has ranked first in the world for 14 consecutive years. In recent years, China's exports have shown resilience and vitality and made important contributions to stable growth under the international situation of global epidemic, sluggish economic and trade recovery, prevalence of international trade protectionism and frequent geopolitical conflicts. The introduction of a series of measures to stabilize, increase and strengthen exports has become an important guarantee for the continuous growth of China's export scale, the continuous optimization of its structure and the continuous improvement of its level.

However, it should also be noted that according to customs data, China's exports still face many challenges at present. For example, the global economy stagnates, the risk of COVID-19 has not been eliminated, the Russia-Ukraine conflict continues, and external demand is insufficient; The game between China and the United States intensifies, the United States and the West promote decoupling and chain breaking, and some emerging countries form competitive substitution, causing order transfer risk; China's export enterprises have increased production costs, and the foreign trade development environment still needs to be further improved. Therefore, we must take comprehensive measures to continuously promote the quality and quantity of exports and give full play to the supporting and promoting role of exports in economic growth.

We will vigorously promote the development of new forms and models of foreign trade. We will support the development of cross-border e-commerce, market procurement trade, overseas warehouses, and comprehensive foreign trade service enterprises, and strengthen mutual coordination and promotion of new industries and new models. For example, we should support the coordination and linkage between the advantageous enterprises of cross-border e-commerce and the pilot areas of market procurement trade, guide the export operators of market procurement trade to use cross-border e-commerce channels to develop international customers, realize digital transformation, and promote the construction of cross-border e-commerce overseas warehouses. Improve the business capabilities of foreign trade comprehensive service enterprises, and provide high-quality services in customs declaration, freight forwarding, logistics, settlement, credit insurance, inspection and certification for cross-border e-commerce and market procurement trade export enterprises.

Customs data show that the international market is fully developed. Strengthen the information integration and promotion of domestic and foreign exhibition resources, actively hold various commodity exhibitions, organize enterprises to go overseas, organize groups to participate in exhibitions, organize groups to go overseas to grab orders, increase the "face-to-face" and "point-to-point" communication opportunities between foreign merchants and consumers and Chinese enterprises, and strengthen their awareness of Chinese brands. Consolidate markets in developed countries and deepen cooperation with multinational companies in developed countries. Actively explore the market of developing countries, take the joint construction of the "the Belt and Road" high-quality development and the promotion of RCEP cooperation as the starting point, and take investment cooperation and foreign contracted project construction to drive export growth and structural upgrading.

We will increase fiscal, tax and financial support for export enterprises. Formulate differentiated export tax refund policies, flexibly use the combination of "exemption, deduction and refund" measures, simplify the tax refund process through digital means, and provide good export tax refund services. Make good use of the special funds for the development of foreign trade and economic cooperation to provide support for the technological transformation and upgrading and intelligent development of export enterprises, and provide assistance to export enterprises with operating difficulties due to the continuous rise in the price of raw materials and sudden changes in the traditional export market. Develop diversified financing products to support export enterprises and increase the support of export credit insurance for trade financing.

Customs data show that the system reform in the field of export has been promoted. We will strengthen the institutional opening up of foreign trade, innovate and promote the institutional mechanisms that link up with international high-standard economic and trade rules, implement trade liberalization and facilitation measures, implement the strategy of upgrading the quality of free trade pilot zones, and build an international first-class free trade port. Promote institutional innovation in export-related intellectual property, green and low-carbon, technical standards, corporate social responsibility and other aspects. We will promote cooperation in the east, central and western regions, jointly build national processing trade industrial parks, innovate regional cooperation and industrial docking mechanisms, and give necessary preferential policies to stabilize processing trade.

Improve the export capacity of service trade. Customs data show that today, service trade exports are increasingly supporting economic development. In the future, we should also pay attention to the export of service trade when promoting the development of export of goods trade. We should run the service trade fair well, attract global customers, promote Chinese service brands, and constantly expand its role in promoting exports. Apply digital technology to transform traditional service trade export enterprises and stimulate their export potential and vitality. Actively develop service outsourcing, explore and build innovative development demonstration zones conducive to the export of service trade, promote the export of service trade in energy conservation and environmental protection, digital economy, green and low-carbon industries, and improve the level and ability of service to meet the world.
