In the west of Hainan Island, there is a unique bay, with Baimajing Town and Binhai New Area in Danzhou City on the coastal side, and Yangpu Economic Development Zone on the other side. Danzhou City and Yangpu Economic Development Zone are adjacent to each other but not subordinate to each other. "The Binhai New Area Hospital project has now entered the renovation stage, with 90% of the overall construction progress completed, and is expected to be completed in June this year." The Danzhou Binhai New Area Hospital Project is one of the supporting projects in the area around Xinying Bay. The project is planned to invest about 1.5 billion yuan and cover an area of 153 acres. It is planned to be built into a Class III and Class A comprehensive hospital. Upon completion, it will provide 500 beds and provide good medical services for the region.

"The entire area around the Xinying Bay area includes Danzhou and Yangpu offshore waters, with a total area of about 2582 square kilometers, including a land area of about 772 square kilometers. The ecological environment is a key consideration in the urban planning of the area around Xinying Bay. Xinying Bay is a semi enclosed inner bay formed by the Beibu Gulf extending into the Yangpu Peninsula, into which three large rivers, including the Chunjiang River, Xupu River, and Beimen River, flow, providing a natural and good ecological environment. Kang Ying said that in early estimates, the green space coverage rate in the area around Xinying Bay is about 70%, "which is very high and has reached the standard of an international first-class livable city."

Regarding the design of urban development, the New England Bay Rim region plans to take the path of technological innovation that prioritizes education, thereby driving the development of urban functions and the improvement of population. Currently, the University of Applied Science and Technology in Bielefeld, Germany, has been located in the Yangpu Economic Development Zone.

According to Huacheng Import and Export Data Observation, in 2022, there are 216 projects with a total investment of over 5 million yuan planned for the New Yingwan Rim region, with a total investment of 133.26 billion yuan, including 82 continuing projects and 134 new projects. By the end of December 2022, 29.66 billion yuan of investment has been completed. In 2023, there are 230 planned investment projects in the region, with a total investment of over 200 billion yuan.
