Recently, Chongqing Yongchuan Comprehensive Bonded Zone passed the formal acceptance by the joint inspection and acceptance team of seven ministries and commissions, including the General Administration of Customs and the National Development and Reform Commission. Including comprehensive bonded areas such as Xiyong, Jiangjin, and Fuling, Chongqing currently has 6 comprehensive bonded areas, ranking seventh in the country and second in the central and western regions in terms of quantity.

In 2022, the import and export of Chongqing Comprehensive Bonded Zone reached 535.82 billion yuan, accounting for 65.7% of the total import and export value of Chongqing's foreign trade during the same period. From the establishment of Lianglu Cuntan Comprehensive Protection Zone (now Lianglu Guoyuangang Comprehensive Protection Zone) to the national acceptance of Yongchuan Comprehensive Protection Zone, Chongqing has a 15 year history of comprehensive protection zone development. So, what new momentum will these comprehensive protection zones bring to Chongqing's foreign trade economy? Let's take a look together.

➢ Yongchuan Comprehensive Bonded Zone:

The first comprehensive protection zone on the main axis of the Shuangcheng Economic Circle in Chengdu-Chongqing Region

On February 28, 2023, Chongqing Yongchuan Comprehensive Bonded Zone passed the national acceptance, marking that Yongchuan Comprehensive Bonded Zone has met the switching operation conditions. This is the first comprehensive bonded area on the main axis of the Chengdu Chongqing Shuangcheng Economic Circle, and it is a high-level open platform that can radiate the western Chongqing and southern Sichuan regions.

Yongchuan Comprehensive Bonded Area is about 20 kilometers away from the planned construction of Chongqing Second International Airport and 25 kilometers away from the Yangtze River Yongchuan Port Area. It is adjacent to the Langtan Railway Station of the Chengdu-Chongqing Railway and the Yongchuan South Station of the Chongqing-Kunming High Speed Railway. It has unique geographical and transportation advantages close to the starting point of the "Chongqing New Europe" corridor, the node of the western land sea new corridor, and the junction of the three zones of Sichuan, Guizhou, and Chongqing.

Yongchuan Comprehensive Bonded Zone mainly develops bonded processing and manufacturing, bonded R&D and design, bonded testing and maintenance, and sales services led by industries such as automotive and motorcycle vehicles and components, high-end CNC machine tools, and medical devices. Up to now, 23 projects have been signed and settled in Yongchuan Comprehensive Bonded Zone, with an agreed annual foreign trade economic import and export trade volume of 14 billion yuan.

➢ Lianglu Guoyuan Port Comprehensive Bonded Zone:

Contributing about one fifth of the total import and export volume to Chongqing

Chongqing Lianglu Guoyuan Port Comprehensive Bonded Area (formerly Chongqing Lianglu Cuntan Bonded Port Area) is a special customs supervision area officially approved by the State Council on November 12, 2008. It is the only comprehensive bonded area in the inland region with "one zone and two cores" (water port+airport).

Currently, an intelligent terminal base with an annual capacity of 50 million units and a modern industrial logistics park with an area of 2 million square meters inside and outside the network have been built in the Lianglu Guoyuan Port Comprehensive Protection Zone.

Several key intelligent terminal enterprises in the Comprehensive Bonded Zone participate in the global industrial division, with a total annual industrial output value of nearly 100 billion yuan, contributing about one fifth of the total import and export volume of Chongqing, and making important contributions to promoting the construction of Chongqing's inland open highland. In 2022, the import and export value of Lianglu Guoyuan Port Comprehensive Bonded Zone ranked ninth in the national comprehensive protected zone.

➢ Xiyong Comprehensive Bonded Zone:

The new regulatory model of "four modernizations" has been recognized by the state

In February 2010, the State Council approved the establishment of the Xiyong Comprehensive Bonded Zone in the Xiyong Micropower Park in Shapingba District, which is the largest comprehensive bonded zone in China with a planned area.

Recently, the successful implementation of the "four modernizations" supervision model for the import and export of non bonded goods under customs supervision in Xiyong Comprehensive Bonded Zone has become the first innovative measure to be filed by the General Administration of Customs this year. The "four modernizations" new regulatory model refers to the "refinement" of channel management, the "differentiation" of checkpoint management, the "intelligence" of station management, and the "integration" of risk prevention and control. By setting up dedicated channels for ultra long vehicles, cross-border e-commerce vehicles, and general taxpayer pilot enterprise vehicles, differentiated supervision is implemented for eight types of goods that are subject to the management mode of convenient entry and exit zones, further improving customs clearance efficiency.

➢ Jiangjin Comprehensive Bonded Zone:

Opening of the Jiangjin Train on the New Land Sea Passage in the West

The Jiangjin Comprehensive Bonded Zone was established with the approval of the State Council on January 17, 2017. It focuses on developing businesses such as bonded processing, bonded logistics, and bonded services, focusing on high-end equipment manufacturing, medical devices, and modern logistics.

In recent years, relying on the comprehensive logistics hub of the Luohuang Railway and the Luohuang Yangtze River hub port, the Jiangjin Comprehensive Bonded Area has closely combined the construction of multimodal transport hubs with the opening functional advantages of the comprehensive bonded area, actively integrating into the construction of the new land and sea corridor in the west, establishing a cooperation mechanism with port cities such as Fangcheng Port and Qinzhou in Guangxi, opening the Jiangjin Train, a new land and sea corridor in the west, and building a major southbound land and sea linkage channel.

By the end of December 2022, the Jiangjin Comprehensive Bonded Zone had achieved a foreign trade economic import and export trade volume of about 15.8 billion yuan, a year-on-year increase of 25.8%. It is the only open platform in the city to achieve double-digit growth in import and export volume.

➢ Fuling Comprehensive Bonded Zone:

Focus on promoting the "3+2+3" industrial layout

On October 4, 2018, the State Council officially approved the establishment of the Chongqing Fuling Comprehensive Bonded Zone.

In recent years, relying on the existing industrial advantages, Fuling Comprehensive Bonded Zone has adhered to the development direction of "dislocation development and coordinated development", focusing on the development of "3+2+3" industries, namely, the three bonded processing industries of "food processing, medical health, and intelligent manufacturing", the two bonded logistics industries of "wood, household environmental protection materials", and the three bonded service trade industries of "cross-border e-commerce, import commodity display and trading, and headquarters settlement".

According to data, in 2022, Fuling Comprehensive Bonded Zone achieved a total import and export volume of 13.2 billion yuan in foreign trade economy, a year-on-year increase of 7.1%, accounting for 61% of the entire region.

➢ Wanzhou Comprehensive Bonded Zone:

Assist in the construction of Wanda Kai Sichuan Chongqing Integrated Development Demonstration Zone

On January 15, 2021, the State Council officially approved the establishment of the Chongqing Wanzhou Comprehensive Bonded Zone, which is the first comprehensive bonded zone in northeast Chongqing, adding an important national level open platform for the construction of Wanda Kaichuan Chongqing Integrated Development Demonstration Zone.

The first phase of the comprehensive protection zone has been officially closed and put into operation in 2022. Currently, 180000 square meters of factory buildings have been built, and 15 foreign trade enterprises have been settled. In 2022, the economic import and export volume of foreign trade will reach 1.19 billion yuan.

Wanzhou Comprehensive Bonded Area has obvious regional advantages, which will strongly promote the overall development and opening up of the northeast of Chongqing, fill the gap in the lack of a comprehensive open platform in Wanda Development Area, and promote Wanzhou to actively play the role of an important node city of the "the Belt and Road" and the "Yangtze River Economic Belt", serving the construction of the Chengdu Chongqing dual city economic circle.
