Against the backdrop of global economic and trade recession and unstable recovery, the role of imports and exports in stabilizing and promoting China's economic development is highlighted. For example, in 2022, the contribution rate of net exports of goods and services to GDP growth reached 17.1%, driving GDP growth by 0.5 percentage points. Timely reduce import tariffs, expand imports of high-quality consumer goods from abroad, actively adapt to the trend of diversified consumer demand and constantly improving consumption levels in China, and improve people's living standards and quality. Pay attention to the stability of international commodity imports, drive the import of resources, energy, and bulk agricultural products through overseas investment, work together with developing countries with commodity supply capabilities to create a pricing system, expand RMB cross-border payment transactions, provide sufficient energy and raw material supply for stable and high-quality development of the domestic economy, and achieve energy and food security.

Play a role in promoting stability and improving quality in service trade. Promote the development of service trade, reduce the deficit in service trade, encourage service enterprises to "go global", carry out international cooperation, vigorously promote knowledge intensive service trade, expand service trade cooperation in the fields of intellectual property use, financial technology, ecological protection, leisure and elderly care, and smart healthcare, establish the "China Service" brand, meet domestic service consumption upgrading needs, and assist in the transformation and upgrading of China's industrial structure. Seize the development trend of the digital economy, accelerate the cultivation of digital trade entities, build a national digital service export base, and create a digital trade demonstration zone.

It is also necessary to lead and participate in the formulation of international trade and economic rules. To leverage the effectiveness of import and export in promoting stability and quality in economic development, it is necessary to have a fair and just external environment. We must adhere to the principles of economic globalization, oppose various forms of trade protectionism, adhere to the concept of mutual benefit and win-win situation, promote the construction of international trade and economic rules and the transformation of economic governance mechanisms, and continuously expand the international "circle of friends". Give play to the leading role of the "the Belt and Road" initiative, expand international and regional economic cooperation, unite the vast number of developing countries, actively participate in and lead the formulation of international economic and trade rules, enhance the voice in the process of restructuring international trade rules, and protect their legitimate economic and trade rights and interests.
