On April 7th, Premier Li Qiang chaired an executive meeting of the State Council to study policy measures to promote the stable scale and optimal structure of foreign trade. The meeting pointed out that promoting stable scale and optimized structure of foreign trade plays an important supporting role in stabilizing growth and employment, building a new development pattern, and promoting high-quality development. We need to continuously enrich, adjust, and improve relevant policies in response to practical problems in different fields, implement a combination of stable foreign trade policies, and help enterprises stabilize orders and expand into the international trade market. We need to find ways to stabilize exports to developed economies and guide enterprises to deeply explore developing country markets and regional markets such as ASEAN. We should give full play to the role of a major foreign trade province as the main force for stabilizing foreign trade, encourage various regions to introduce supporting policies tailored to local conditions, and enhance policy synergy.

The Chief Economist of CITIC Securities clearly stated that the deployment of stabilizing foreign trade at this regular meeting has three characteristics: firstly, from the dimensions of trade commodities and trade industries, precise measures are proposed based on actual problems in different fields, such as the pressure on orders caused by insufficient external demand; Secondly, from the perspective of trade partners, propose different arrangements for the exports of China, developed economies, and developing country markets; The third is to emphasize the synergy between various provinces and cities in China.

In fact, support measures have also been introduced in various regions recently. Adapting measures to local conditions and implementing policies for enterprises to help expand the market

For some industries or enterprises, various departments in various regions have also actively formulated targeted measures. In the view of Wang Qing, Chief Macro Analyst of Dongfang Jincheng, in the short term, the combination of stabilizing foreign trade will focus on further reducing taxes and fees for foreign trade enterprises, strengthening financial support, and encouraging the development of new forms of foreign trade, as well as focusing on reducing the cost of managing foreign trade risks for enterprises and enhancing their ability to resist risks.

In the long run, stabilizing foreign trade should be driven by deepening reforms and expanding openness, providing a relatively relaxed policy environment for the development and growth of new forms of foreign trade. Wang Qing further analyzed that considering the significant boost effect of RCEP implementation on China's foreign trade growth last year, China will actively promote the accession to high standard economic and trade agreements such as the Comprehensive and Progressive Trans-Pacific Partnership Agreement (CPTPP) and the Digital Economy Partnership Agreement (DEPA) this year, Further promote trade facilitation and proactively compare relevant rules, regulations, management, and standards to deepen reforms in relevant domestic fields.
