2023 is a crucial year for the closure and operation of Hainan Free Trade Port. Recently, 10 business experts selected by the General Administration of Customs from 7 directly affiliated customs across the country successfully arrived in Hainan to support Haikou Customs in participating in the key construction work of Hainan Free Trade Port. These experienced business backbones will conduct a two-year concentrated attack at Haikou Customs until the entire island is closed for operation in 2025. This is a powerful measure taken by the General Administration of Customs to support the construction of Hainan Free Trade Port.
In recent years, the General Administration of Customs has attached great importance to the construction of Hainan Free Trade Port. In July 2021, the General Administration of Customs and Hainan Province established a regular consultation mechanism to jointly promote and solve key issues related to the construction of Hainan Free Trade Port. As of now, six meetings have been held on key issues such as the construction of a traceability management system for duty-free goods in outlying islands, and the promotion of pilot expansion of the "first line liberalization, second line regulation" import and export management policy system, achieving good results.
Since February this year, in order to fully support and promote the construction of Hainan Free Trade Port, the General Administration of Customs has taken the initiative of national customs and dispatched more than 200 people from 10 batches to Hainan to conduct research and concentrated research, including expert teams and special working groups on customs operation, smart supervision platform construction, tax and political research, port construction, and risk prevention and control.
Shen Zhengzheng, Deputy Director of the Education Department of Gongbei Customs, is one of the selected experts. He has been engaged in port business for a long time and has participated in the planning, construction, renovation, and expansion of 8 first-class ports in the customs area. Among them, he has accumulated rich experience in port work, including the Zhuhai Highway Port of the Hong Kong Zhuhai Macao Bridge, the largest land port in China, Gongbei Port, and Hengqin Port, which are well-known ports both domestically and internationally. Port construction is a fundamental work in the construction of Hainan Free Trade Port. In my future work, I will fully utilize my accumulated work experience and actively draw on the advanced experience of other cities in port construction in China to contribute to the construction of Hainan Free Trade Port.
My support direction is the supervision of luggage items at Hainan Free Trade Port. I will focus on organizing simulation of customs supervision ecological scenarios after customs closure operations, sorting out the business scenarios of luggage and other customs supervision objects in the 'first line', 'second line', and 'island' business scenarios, participating in the design of luggage item supervision process at Hainan Free Trade Port, writing travel inspection business requirements for customs smart supervision platform, and applying new technologies Wan Dongming, Deputy Director and Party Committee Member of Dachanwan Customs under Shenzhen Customs, said.
Yuan Mugui, Deputy Director of the Risk Prevention and Control Department of the General Administration of Customs (Huangpu), is also one of the experts in this batch of aid. He stated that customs risk prevention and control are very important in the construction of Hainan Free Trade Port. In his future work, he will focus on analyzing and researching the changes brought by policies and innovation in customs supervision models, and consider implementing new risk control models of customs informatization, digitization, and intelligence in specific scenarios. Promote data sharing, fully support the construction of a risk prevention and control system basic framework supported by big data customs applications, and promote the establishment and optimization of a risk prevention and control mechanism with characteristics of free trade port business in monitoring, early warning, analysis, evaluation, disposal, and other aspects.
He Bin, Director of the Free Trade Zone and Special Area Development Department of Haikou Customs, introduced that with the strong support of the General Administration of Customs, Haikou Customs has made every effort to promote the implementation of the Hainan Free Trade Port policy system, continuously strengthening pressure testing, and accelerating the key work of the island wide customs closure operation. The establishment of a dedicated team to promote the physical construction of Hainan Free Trade Port has fully launched the island wide closure operation, and 24 key tasks of closure operation have been successfully completed as scheduled. The customs supervision measures for Hainan Free Trade Port have basically taken shape, and significant breakthroughs have been made in the research on "one person, one code," "one enterprise, one account," and customs risk prevention and control plans. The first batch of projects for the construction of software and hardware at the port of customs closure and operation have started smoothly. Adhere to placing institutional integration and innovation in a prominent position, and the early policy dividends of the free trade port continue to be released.
In addition, Haikou Customs has continuously increased pressure testing, and early arrangements have shown significant results. We fully support the expansion and efficiency improvement of the "zero tariff" three lists. As of February 2023, a total of 15.9 billion yuan of "zero tariff" goods have been regulated, and 2.81 billion yuan of tax exemptions have been granted. We support the continuous amplification of the new tax exemption policy in outlying islands, carry out innovative business that connects tax exemption and bonded services, and increase the number of duty-free shops in outlying islands to 12. In the first two months of this year, we supervised a duty-free shopping amount of 12.33 billion yuan in outlying islands, with 1.582 million shoppers. Pilot the import and export policy system of "first line liberalization and second line regulation", and expand the tariff free policy for processing value-added exceeding 30% to be implemented outside the special customs supervision area. As of February 2023, a total of 3.08 billion yuan of sales value was supervised out of the area, with a tariff reduction of 270 million yuan.
Liu Quanyan, Deputy Director of the Development Department of Haikou Customs Free Trade Zone and Special Areas, stated that in the next step, Haikou Customs will organize and dispatch business experts to conduct special research in key parks and related affiliated customs in Hainan, contributing customs wisdom and providing customs solutions for the construction of Hainan Free Trade Port. At the same time, we will comprehensively implement the requirements of "release, management, construction, establishment, and trial", benchmark the highest international standards and the best level, highlight institutional integration and innovation, refine customs supervision processes and develop supporting supervision measures around the full business ecological scenario after the closure operation, and create a safe and efficient supervision model with distinctive characteristics of Haikou Customs. Actively play the role of "experimental field" for reform and innovation, vigorously promote the expansion of pilot projects of "first line liberalization and second line regulation", actively promote the expansion of Yangpu Bonded Port Zone policies to Yangpu Economic Development Zone pilot projects, continue to promote the expansion of policies such as "zero tariff" three lists and processing value-added, and carry out higher level pressure testing for customs clearance operations. Strengthen technological leadership, comprehensively launch the construction of key customs projects, accelerate the construction of high standard port infrastructure supervision facilities, promote the construction of smart ports and collaborative supervision mechanisms, and lay a solid foundation for efficient and precise smart supervision after customs closure operations.
