Data disclosed at the conference showed that in the first quarter of this year, Beijing achieved an international trade import and export of 899.24 billion yuan, a year-on-year increase of 11.6%, which is 6.8 percentage points higher than the national international trade import and export growth rate during the same period. It has the largest contribution rate to the national foreign trade growth, reaching 20.8%, achieving a "good start".

Open economy strives for progress in stability

In 2022, the Beijing region achieved an international trade import and export of 3.64 trillion yuan, a year-on-year increase of 19.7%. The total import value and contribution rate to the national import and export growth both ranked first in the country. This year, Beijing Customs further introduced 26 measures to support the capital's high-quality development of high-level openness, and promote the capital's open economy to make progress in stability.

Zhang Geping, Secretary of the Party Committee and Director of Beijing Customs, introduced that with the deepening of high-level opening up, Beijing's foreign trade has shown strong resilience and vigorous momentum. The scale of enterprises is steadily advancing, major trading partners are steadily increasing, and the product structure is stable and improving.

At present, there are a total of 73000 customs registered enterprises in the Beijing region, among which the top 100 key enterprises ranked in the first quarter had an international trade import and export of 776.76 billion yuan, an increase of 19.5%, accounting for 86.4% of the total import and export value of the Beijing region during the same period. The headquarters' economic advantage is prominent. Meanwhile, in the first quarter, private enterprises in Beijing achieved a growth rate of 20.2% in import and export, which played a positive role in the overall growth of foreign trade in the region.

Beijing enterprises have trade relations with 230 countries and regions. In the first quarter, the top three trading partners in the Beijing region were the European Union, the United States, and ASEAN, with a total import and export revenue of 244.03 billion yuan; Beijing's import and export to countries jointly building the "the Belt and Road" amounted to 448.73 billion yuan, accounting for 49.9%; Import and export to other RCEP member countries reached 161.94 billion yuan, an increase of 3.9%, accounting for 18%. Meanwhile, emerging trading partners have performed outstandingly, with Beijing's imports and exports to Brazil reaching 54.79 billion yuan, an increase of 113.6%. Brazil has become the fourth largest trading partner in the Beijing region.

In terms of commodity structure, in the first quarter, the import and export of high-tech products in Beijing amounted to 123.52 billion yuan, accounting for 13.7%, an increase of 2.6 percentage points compared to 2019. During the same period, the import and export proportion of high energy consumption and high emission commodities has steadily decreased, and the effect of "Beijing Smart Manufacturing" is gradually becoming apparent.

Accelerated Growth of Comprehensive Bonded Area Business

Since the launch of the "Two Zones" construction, Beijing has taken the lead in benchmarking international high-level free trade rules and focused on building a high standard institutional open space.

In the Tianzhu Comprehensive Bonded Zone, the "bonded+" business model is developing rapidly. Beijing is leading the way in organizing an international cultural relics and art exhibition within the comprehensive bonded zone nationwide. In just 15 minutes, exhibits can be picked up from the port to the exhibition hall. As of the end of March this year, Beijing Customs has supervised a total of 53000 imported cultural artworks under this model.

Benefiting from preferential policies such as "in zone warehousing+out of zone maintenance" and "bonded maintenance", goods and materials entering the zone for maintenance from overseas can enjoy bonded policies, and equipment used by enterprises in the zone for maintenance can enjoy duty-free policies. As of the end of March this year, Beijing Customs has supervised the subcontracting and repair of 147 aircraft engines.

Data shows that in the first quarter, the import and export of Tianzhu Comprehensive Bonded Zone reached 33.07 billion yuan, with a growth rate jumping from 15% in the same period last year to 54.1%. With the continuous recovery of Capital Airlines' cargo business, the business of Tianzhu and Daxing Comprehensive Bonded Areas is expected to accelerate growth.

Customs clearance time reaches the best level in history

The import goods by sea are directly picked up by the ship, and the logistics at airport ports are handled through one network... The business environment at ports in Beijing continues to improve, and the level of trade facilitation has reached a new level.

It is understood that Beijing Customs has been carrying out cross-border trade facilitation special actions for 5 consecutive years, and has launched a total of 148 innovative measures to continuously optimize the customs clearance mode of import and export goods. In the first quarter of this year, the overall clearance time for imports and exports in Beijing's customs district decreased by 76.4% and 92.5% respectively compared to 2017, both reaching historical best levels.

Since the pilot projects of "ship side direct pickup" for imported goods and "port arrival direct loading" for export goods, as of the end of March this year, a total of 2105 Beijing enterprises have participated in the "ship side direct pickup" reform, with a total of 82000 boxes of direct pickup; 1536 enterprises participated in the "direct loading upon arrival" reform, with a direct loading capacity of 34000 boxes. At the same time, the functional modules of the airport port logistics system have been upgraded and upgraded to achieve functions such as vehicle registration, pick-up and delivery appointment, vehicle and cargo bundling, and inspection appointment, all of which can be processed through one network; The "single window" of international trade connects 9 types of entities, including customs, comprehensive protection zones, and port operation entities, achieving full chain data sharing and one-stop information services for customs clearance and logistics, and reducing customs operation time at airport ports by 60%.

The reporter learned that Beijing Customs will continue to launch strong measures to further cultivate and optimize the "hard power" of the port business environment.
