New forces in international trade work together to create a healthy export ecosystem

Based on current cross-border e-commerce compliance practices, the E-commerce Research Institute of the Ministry of Commerce recently released the "China Cross border E-commerce Export Compliance Development Report", which pointed out that promoting cross-border e-commerce international trade export compliance requires continuous efforts in law enforcement cooperation, full process compliance, compliance training, international exchanges, and other aspects.

One is to strengthen law enforcement cooperation and social co governance. The subjects, links, and regions involved in illegal and irregular activities such as "cross-border selling of counterfeit goods" and "cross-border brushing of orders" are relatively broad, and require coordinated governance from various parties such as the government, associations, platforms, and enterprises to create a good online business environment. Strengthen top-level policy design, promote collaborative law enforcement among relevant regulatory departments, promote special governance actions for "cross-border counterfeit sales" and "cross-border order brushing", and increase special law enforcement efforts. Establish a cross platform prevention and strike mechanism, form a broader industry alliance through information sharing and deep cooperation between law enforcement departments, platforms, and enterprises, fully mobilize regulatory forces in various aspects of cross-border e-commerce exports, and form a collaborative online business environment. Promote collaborative supervision among governments, associations, and enterprises in various countries, establish sound cross-border and cross regional cooperation mechanisms, conduct online and offline investigations, and strengthen cross-border law enforcement cooperation. Increase the support of the government and associations for cross-border e-commerce international trade export enterprises, encourage enterprises to comprehensively improve their quality management capabilities, support professional institutions such as measurement, standards, testing, certification and intellectual property rights to establish long-term cooperation with industrial clusters, and promote exchanges and interactions between enterprises and professional institutions, technical experts, etc.

The second is to promote the compliant development of the entire supply chain process. The sale of counterfeit goods, unsafe or non compliant products, false advertising and other illegal and irregular behaviors on cross-border e-commerce platforms tends to be organized and chained, and the occurrence of non compliant behaviors should be eliminated from the source of the supply chain. Digital tools can be applied to support enterprises in achieving transparent supply chain management throughout the entire process. Encourage enterprises to develop risk response strategies, improve compliance risk warning mechanisms, and effectively monitor and manage supplier compliance indicators. Support enterprises in conducting product compliance consulting and strengthen quality management of cross-border e-commerce supply chains. By utilizing artificial intelligence and machine learning, promote the establishment of compliance risk analysis models on cross-border e-commerce platforms, achieve online monitoring, risk warning and other functions, and obtain sufficient information to identify potential compliance risks and respond. Establish an industry supplier compliance risk warning platform.

Thirdly, organize cross-border e-commerce international trade export compliance training. Strengthen education and training on compliance management for merchants, enhance their awareness of compliance management, and establish a cross-border e-commerce export compliance talent system. Innovate the cultivation mode of cross-border e-commerce compliance talents, with the support of the government, integrate resources from universities, associations, enterprises, and other parties to establish a cross-border e-commerce compliance college, offer cross-border e-commerce compliance related courses, hold cross-border e-commerce compliance competitions, and carry out school enterprise cooperation internship training courses. Organize targeted compliance training sessions based on the different problems encountered by cross-border e-commerce enterprises at different stages of development. Encourage governments, associations, and enterprises to organize compliance ecological summits, seminars, live classes, and other activities, expand communication forms, and exchange experiences.

Fourth, promote international exchanges on cross-border e-commerce compliance. Based on the regional free trade agreements and bilateral e-commerce cooperation memorandums signed by China, we actively carry out policy communication and coordination on cross-border e-commerce international trade export compliance, and establish and improve a multi bilateral cross-border e-commerce compliance exchange and cooperation mechanism. Strengthen international trade cooperation in cross-border e-commerce compliance, innovate international communication methods for cross-border e-commerce compliance, regularly invite relevant governments and cross-border e-commerce platforms to hold multilateral and bilateral e-commerce compliance conferences, and organize international activities such as cross-border e-commerce compliance summit forums and roundtables. Strengthen cross-border law enforcement cooperation and exchange in areas such as intellectual property protection, governance of "fraudulent transactions", product safety, green and low-carbon. Organize participation in the global network governance mechanism of the WTO and relevant international institutions, and propose the "China Plan" for global network environment governance.
