Improve the R&D and design capabilities of such industries, enhance their voice and control over the industry, and encourage enterprises to retain key production capacity domestically or attract them to upgrade and return. At the same time, establish a monitoring mechanism for the relocation of labor-intensive industries and actively promote the transfer of labor-intensive industries to the central and western regions of China.
