The number of service outsourcing contracts undertaken by Chinese enterprises in the first four mont

New Forces in International Trade! The person in charge of the Service and Trade Department of the Ministry of Commerce discussed the development of China's service outsourcing industry from January to April 2023. According to reports, from January to April 2023, Chinese enterprises undertook service outsourcing contracts worth 683.1 billion yuan (the same currency below), with an executed amount of 461.2 billion yuan, a year-on-year increase of 15.8% and 19.1%, respectively.

Among them, the contracted amount of offshore service outsourcing undertaken was 386 billion yuan, and the executed amount was 253.8 billion yuan, with year-on-year growth of 15.6% and 17.9%, respectively. (In US dollars, the contracted value of service outsourcing from January to April was US $101.2 billion, and the executed value was US $68.8 billion, up 11.6% and 15.6% respectively year on year. Among them, the contracted value of offshore service outsourcing was US $56.9 billion, and the executed value was US $37.8 billion, up 10.6% and 14.0% respectively year on year.)

From the perspective of business structure, from January to April, the executed amount of offshore IT outsourcing (ITO), business process outsourcing (BPO) and knowledge process outsourcing (KPO) undertaken by Chinese enterprises was 105.1 billion yuan, 48.6 billion yuan and 100.1 billion yuan respectively, up 13.7%, 14.6% and 24.3% year on year. Among them, offshore service outsourcing services such as information technology solution services, cultural creativity and digital content services, internet marketing and promotion services, and e-commerce platform services have grown rapidly, with year-on-year growth of 97.0%, 65.2%, 55.8%, and 47.3%, respectively.

From the perspective of regional layout, from January to April, 37 service outsourcing demonstration cities nationwide undertook a total of 356.4 billion yuan in offshore service outsourcing contracts, with a total execution amount of 232 billion yuan, an increase of 17.3% and 17.9% year-on-year, respectively, accounting for 92.3% and 91.4% of the national total. The contracted amount of offshore service outsourcing undertaken by the Yangtze River Delta region is 203.7 billion yuan, with a executed amount of 133.5 billion yuan, an increase of 39.8% and 19.8% year-on-year, respectively, accounting for 52.8% and 52.6% of the national total.

From the perspective of the international trade market, from January to April, China's offshore service outsourcing execution volume undertaken by Hong Kong, the United States, and the European Union was 57.4 billion yuan, 51 billion yuan, and 34.2 billion yuan, respectively, with year-on-year growth of 13.3%, 18.9%, and 21.0%, accounting for 56.2% of China's offshore service outsourcing execution volume. China has undertaken a total of 62.8 billion yuan in offshore service outsourcing from member countries of the Regional Comprehensive Economic Partnership (RCEP), an increase of 24.4% year-on-year, accounting for a total of 24.8% of China's offshore service outsourcing execution. Among them, the execution volume of offshore service outsourcing undertaken by countries such as Indonesia and Singapore increased rapidly, with year-on-year growth of 44.6% and 31.7%, respectively.

From the perspective of enterprise nature, from January to April, private enterprises undertook offshore service outsourcing with a total execution amount of 69.9 billion yuan, accounting for 27.6% of the national total, a year-on-year increase of 11.6%. The execution amount of offshore service outsourcing undertaken by foreign-invested enterprises reached 125.4 billion yuan, accounting for 49.4% of the national total, a year-on-year increase of 24.5%, and 6.6 percentage points higher than the national average growth rate.

From the perspective of employment absorption, as of the end of April 2023, China's service outsourcing industry has attracted a total of 15.19 million employees, including 9.83 million people with university degrees or above, accounting for 64.7%. From January to April, there were 215000 new employees in service outsourcing, of which 167000 had university degrees or above, accounting for 77.4%.
