General Administration of Customs: Central Asian Customs Initiates Active and Practical Cooperation

The customs is located at the "junction hub" of domestic and international double circulation. It plays an important role in promoting the high-quality development of economic and trade cooperation between China and the five Central Asian countries, including by building a open platform, unblocking logistics channels and improving customs clearance facilities.

 

Under the active initiative and promotion of China, on April 21, the first meeting of the General Administration of Customs of the "China Central Asian Five Countries" was held via video, marking the official establishment of the meeting mechanism between the General Administration of Customs of the "China Central Asian Five Countries" and laying the foundation for the high-level institutionalized development of customs cooperation between the "China Central Asian Five Countries".

At the same time, China Customs has begun to promote the establishment of a cooperation mechanism between animal and plant quarantine authorities, committed to maintaining national biosecurity, strengthening regional cross-border animal and plant epidemic prevention and control, and technical exchanges, and promoting more high-quality and safe agricultural products from Central Asian countries to enter the Chinese market.

The relevant person in charge of the General Administration of Customs stated that currently, on the one hand, Chinese customs are focusing on promoting smooth trade between China and the five Central Asian countries, actively promoting the normalization of passenger and cargo transportation at highway ports between China and neighboring countries in Central Asia. The port capacity has been significantly released, and some ports have exceeded pre epidemic levels in cargo volume; Practically implementing the "Guantie Tong" project, actively promoting mutual recognition and cooperation between "single window" and "certified operators" (AEOs) in international trade, and committed to improving the level of regional trade facilitation. In addition, focusing on the "Smart Customs Power" initiative and the construction of smart customs, emphasizing technological empowerment, the opening of new ports and the upgrading and transformation of ports are continuously advancing, actively promoting regional connectivity.

At the same time, the General Administration of Customs is focusing on expanding its opening up to the outside world and actively promoting the export of high-quality agricultural products such as grains, fruits, oilseeds, dairy products, and livestock products from Central Asian countries to China. Data shows that there are currently over a hundred types of agricultural and food products in Central Asian countries that can be exported to China, with over 4000 registered enterprises approved, injecting vitality into the trade of agricultural and food products. At the same time, in order to promote the development of agricultural and sideline product trade, the customs has continued to expand the "green channel" for rapid clearance of agricultural and sideline products, and has opened 8 "green channels" for rapid clearance of agricultural and sideline products to Central Asian countries, achieving full coverage of highway ports.
