Recently, at a special press conference held by the State Administration for Market Regulation, reporters learned that in 2022, the National Standards Commission will increase standardization efforts in the fields of agriculture and rural areas, food consumer goods, manufacturing, service industry, social management and public services, and ecological civilization construction, promote the further improvement of the standard system for high-quality development, and lead industrial development to continuously achieve new results.

Continuously increasing conversion rate of scientific and technological innovation achievements

The "Annual Report on China's Standardization Development (2022)" (hereinafter referred to as the "Annual Report") released at this press conference shows that in 2022, the National Standards Commission approved the release of 2266 national standards, 3501 industry standards, and 8600 local standards. Social organizations announced 17675 group standards on the national group standard information platform, and enterprises self declared and publicly disclosed 470738 standards through the enterprise standard information public service platform, 35 new national professional standardization technical committees have been established, and 500 national level standardization pilot demonstration construction projects have been carried out in various regions.

As of the end of 2022, China has established nearly 30 national technology standard innovation bases, and the conversion rate of scientific and technological innovation achievements to standards is constantly increasing. It is expected that by 2025, the proportion of standard research results formed by common key technologies and applied science and technology plan projects will reach over 50%, and the efficiency of leading high-quality development will continue to be released. As of the end of 2022, a total of 2856 enterprise standards from 1679 enterprises have become "leaders". 223 cities (districts) in 30 provinces and cities across the country, as well as over 50000 enterprises, have carried out benchmarking activities targeting advanced international and domestic standards, and have released more than 110000 benchmarking results, involving over 1800 categories of products and services; The conversion rate of international standards in areas such as key equipment manufacturing and new generation information technology has exceeded 90%, and the consistency between major consumer goods standards and international standards has reached 95%.

Xiao Han, Director of the Standards Innovation Department of the State Administration for Market Regulation, stated that significant progress in innovation has been achieved thanks to strong support from various departments and aspects. In 2022, the State Administration for Market Regulation and the All China Federation of Industry and Commerce jointly issued the "Action Plan for Standardization to Promote High Quality Development of Private Economy (2022-2023)" and held the "2022 Private Economy Standard Innovation Conference and Private Economy Standard Innovation Week" event; The National Standards Commission and 17 other departments jointly issued the "Opinions on Promoting the High Quality Development of Group Standards and Norms"; The National Standards Commission and the China Council for the Promotion of International Trade have signed a memorandum of cooperation for the first time and formulated and implemented a 2022 action plan to expand new paths for international standardization work and serve enterprises in expanding overseas markets; The National Standards Commission will carry out the assessment and evaluation of ISO and IEC domestic technology counterparts in 2022 to enhance their ability and level of participation in international standardization activities.

Actively carry out standardized foreign exchange and cooperation

In recent years, various regions have increasingly attached importance to standardization work. Since the release of the National Standardization Development Outline, various provinces and cities have issued relevant documents to implement the outline.

Guo Huanxin, the first level inspector of the Standards and Technology Department of the General Administration of Market Supervision, introduced that in 2022, 170 national standards related to agriculture, 308 national standards related to food consumer goods, 728 national standards related to materials and equipment manufacturing, 107 national standards for the service industry, and 71 national standards for social management and public services were released, and the overall group of carbon neutrality standardization led by academicians and participated by many parties was established, The Implementation Plan for Establishing and Improving Carbon Peak carbon neutrality Standard Measurement System was formulated, the Guidelines for the Construction of Carbon Peak carbon neutrality Standard System was formulated, and 72 special plans for carbon peak carbon neutrality national standards were issued.

Li Aixian, Vice President of the China Institute of Standardization, introduced that according to the Development Report, there are two main characteristics of local standardization work in 2022: firstly, the standard activity in economically developed regions is relatively high. As of the end of 2022, Guangdong, Zhejiang, Shandong, Beijing, Shanghai, and Jiangsu have all announced over 1000 group standards; In terms of self declaration disclosure, Shandong, Zhejiang, Guangdong, Jiangsu, and Hebei ranked in the top five, with over 20000 declared enterprises; In terms of publishing benchmarking results, Zhejiang, Shandong, and Hebei have all released over 20000 benchmarking results; In terms of enterprise standard "leaders", there are 100 or more "leader" enterprises in Guangdong, Shandong, Zhejiang, Jiangsu, and Beijing. From the distribution of the National Professional Standardization Technical Committee, as of the end of 2022, there were more than 30 secretaries of the National Professional Standardization Technical Committee in 12 regions including Beijing, Shanghai, Jiangsu, Guangdong, etc. Among them, Beijing has undertaken a total of 643 secretaries, accounting for 48.75% of the total. From the perspective of contribution ability to standard development, the top ten participating units in drafting national standards in various regions are Beijing, Guangdong, Zhejiang, Jiangsu, Shandong, Shanghai, Fujian, Anhui, Sichuan, and Henan, with 1887 units in Beijing ranking first.

Xiao Han stated that the current standard institutional openness has achieved many results. In 2022, China's National Committee for Standardization Technology added 752 new members for foreign-funded enterprises, with 792 national standards adopting ISO and IEC international standards. It actively participated in the formulation of climate change policy documents by the International Organization for Standardization, actively carried out standardized foreign exchange and cooperation, and further deepened standardization cooperation mechanisms in East North Asia, Central Europe, China Germany, China Russia, and other regions. 335 foreign language versions of national standards were released, covering bulk trade commodities In fields such as foreign contracting projects, energy conservation and low-carbon, equipment manufacturing, and service industries, hydropower and highway standards are further widely applied in overseas projects.

Continuously promoting standard and institutional openness

The Annual Report points out that in the future, we should focus on strengthening four aspects of work: strengthening the construction of a high-quality development standard system; Make efforts at both ends of standardization to promote the interaction between standards and scientific research; Strengthen the collaborative promotion of local standardization; We will focus on steadily expanding institutional openness in areas such as rules, regulations, management, and standards.

Xiao Han stated that the State Administration of Supervision and the National Standards Commission will deeply implement the spirit of the 20th National Congress of the Communist Party of China, implement the deployment requirements of the National Standardization Development Outline, formulate and implement guidance documents for steadily expanding standard institutional openness, and promote high-level openness with high standards.

Actively aligning with high standard international trade and economic rules, strengthening the organic connection between standards and rules, regulations, and management in participating in global industrial division of labor and cooperation, increasing openness in the modern service industry, expanding international scientific and technological exchanges and cooperation, creating an international business environment, and participating in global governance to address climate change, strengthening standardized bilateral and multilateral cooperation, and using standard "soft connectivity" to support the "hard mechanism" of international trade and economic cooperation, Comprehensively improve the quality and level of economic and trade cooperation.

The second is to promote the dual opening up of standards that emphasizes both "bringing in" and "going out". Implement the international standard upgrading project to enhance the ability to participate in the formulation and transformation of international standards. Support enterprises, social groups, scientific research institutions, etc. to actively participate in the formulation of international trade standards such as climate change, green finance, and digital fields, and contribute China's wisdom. Intensify the compilation of foreign versions of Chinese standards and focus on improving the level of openness of the Chinese standard system. Continuously promote the transformation of advanced international and foreign standards, vigorously promote mutual recognition of Chinese and foreign standards, improve the consistency between Chinese standards and international trade standards, and promote the integration of domestic and foreign trade.

The third is to form a standardized work pattern that promotes domestic and international cooperation. We will actively fulfill our obligations as a permanent member of the International Organization for Standardization, continue to participate in the governance and policy rule formulation of the International Organization for Standardization, and improve the comprehensive contribution rate of international standardization. Create an open, fair, and just standardization environment for domestic and foreign enterprises, and further increase the proportion of foreign enterprise experts participating in China's standard formulation. Research and establish a working mechanism to coordinate the promotion of standardization and foreign cooperation and exchange in technology, industry, finance, and other fields, and deepen the expansion of mutually beneficial international trade standardization partnerships.
