The General Administration of Customs has launched 16 new measures to optimize the business environment! The reporter learned from a regular press briefing held by the General Administration of Customs on the 13th that in order to further stabilize social expectations and boost confidence in foreign trade development, the General Administration of Customs has recently launched 16 new measures to optimize the business environment in four aspects: promoting smooth import and export logistics, facilitating cross-border trade, promoting enterprise burden reduction and efficiency increase, and promoting innovative development of foreign trade.
These new measures include continuously improving cross-border logistics efficiency, supporting the import of advanced technology equipment and special items, promoting the import and export of important agricultural and food products, further facilitating export tax refund processing, promoting the upgrading of processing trade, and optimizing border trade supervision.
In 2022, the General Administration of Customs successively introduced 23 measures to stabilize foreign trade, including measures such as ensuring port connectivity, accelerating the clearance of urgently needed goods for enterprises, and opening the "green channel" for agricultural and food products, providing solid support for China's foreign trade scale to reach a new historical high. Wu Haiping, Director of the Comprehensive Business Department of the General Administration of Customs, said, "This year, while continuing to implement popular and effective measures, we have focused on the concerns of enterprises and also studied and launched new measures
In promoting the smooth flow of import and export logistics, we have expanded the pilot scope of facilitation measures such as "ship side direct lifting", "arrival direct loading", and "linkage unloading", ensured the smooth operation of green channels for local inspection of fresh and perishable goods, and optimized the supervision and inspection process of high-tech equipment. In promoting cross-border trade facilitation, we have further promoted the construction of a "single window" for international trade and expanded more convenient functions and services; Carry out pilot projects for the construction of "smart ports" at ports that meet the conditions. In promoting enterprise burden reduction and efficiency improvement, including further expanding the scope of application of proactive disclosure policies, providing enterprises with convenient channels for fault tolerance, error correction, and compliance with the law; Continue to expand the scope of mutual recognition among customs' certified operators (AEO), and promote AEO enterprises to enjoy customs clearance convenience both domestically and internationally. In promoting innovative development of foreign trade, including orderly comprehensive reform of cross-border e-commerce customs supervision; Expand the scope of bonded maintenance business, etc.
Next, the General Administration of Customs will focus on implementing 16 new measures. Firstly, it is required that the national customs introduce detailed supporting measures tailored to local conditions, respond to enterprise demands in a timely manner, and strengthen the synergistic effect of policy measures; The second is to consolidate and deepen the "customs director's door-to-door policy" service, and solve the practical difficulties faced by enterprises in a targeted manner; The third is to strengthen feedback on the implementation of policy measures, requiring national customs to provide timely feedback on important situations in implementation, ensuring that policy measures are implemented and giving enterprises a more tangible sense of gain.
