Wu Haiping further introduced that in the early stage, the customs conducted a lot of research and collected and sorted out the demands and concerns of many enterprises through various channels. The pain points and difficulties that enterprises pay attention to mainly focus on reducing costs and increasing convenience. This time, the customs has put forward many targeted measures to help enterprises reduce burden and increase efficiency. He summarized it as "three increases and one decrease", which means increasing the convenience of enterprises, enhancing their vitality, enhancing their services, and reducing their costs.
Specifically, in terms of increasing enterprise convenience, we will further facilitate the handling of export tax rebates in international trade, work with the State Administration of Taxation to promote the realization of "exemption from filling in" of enterprise export tax rebates Customs declaration and invoices, facilitate the declaration of enterprise export tax rebates, so that enterprises can get tax rebates early and benefit early. Focusing on the joint construction of the "the Belt and Road" countries (regions), we will continue to expand the scope of mutual recognition of customs "certified operators" (AEOs), and promote AEO enterprises to enjoy customs clearance facilities at home and abroad.
In terms of enhancing the vitality of enterprises, the first priority is to cultivate the growth of "specialized, refined, and innovative" enterprises. At the same time, we will strengthen the cultivation of advanced certification enterprises and strive to increase the number of advanced certification enterprises by 10% by the end of 2023 compared to the same period in 2022. The customs will also strengthen the protection of intellectual property rights with relevant departments, carry out the "Longteng Action 2023" and "Blue Net Action 2023", and escort the innovative development of enterprises.
In terms of enhancing enterprise services, in response to the "going global" needs of enterprises, we will strengthen technical trade measure consulting services, fully leverage the role of the WTO/TBT National Notification Consulting Center and the WTO/SPS National Notification Consulting Center, and actively assist enterprises in responding to unreasonable trade barriers. Continuously innovating digital statistical services for the public, publishing foreign trade data well, and providing decision-making references for enterprises to carry out international trade import and export and expand the international trade market.
In terms of reducing the cost of enterprises, we will further expand the scope of application of the proactive disclosure policy, give the enterprises that meet the requirements a lighter, mitigated or no administrative penalty, and reduce or exempt the payment of Late fee in accordance with the law. At the same time, we will help and guide enterprises to make full use of tax preferential policies, promote technological innovation, progress, and industrial transformation and upgrading. How to implement these measures and reflect them on enterprises is also a key deployment point for customs. Wu Haiping stated that in order to fully unleash the policy dividend, the General Administration of Customs will focus on implementing the 16 articles from three aspects in the next step. Firstly, it is required that the national customs introduce detailed supporting measures tailored to local conditions, conduct in-depth investigation and research, respond to enterprise demands in a timely manner, and strengthen the synergistic effect of policy measures. The second is to consolidate and deepen the "customs director's door-to-door policy delivery" service, deepen the policy delivery, listen to opinions, solve difficult problems for enterprises, strengthen the promotion of policy measures, and targeted solutions to the actual difficulties faced by enterprises.
