The Finance Bureau of Heihe City, Heilongjiang Province, has continuously changed its style, improved service, quality and efficiency, and promoted development. It has seized the development opportunities and regional advantages of Heihe, optimized the expenditure structure, and invested 1.56 billion yuan in total in three years to support the development of foreign trade enterprises. At the same time, regulate the "flow", "direction", and "flow rate" of financial water, and improve the environment for foreign trade and economic development.

1. Strive to ensure stable growth of the foreign trade economy and achieve a dual improvement in trade volume and quality.

The Finance Bureau of Heihe City strictly implements the requirements of tight living, coordinates resource allocation, increases investment in foreign trade infrastructure and platform construction, helps enterprises solve financing problems, and conserves financial and tax sources. In conjunction with the "Work Implementation Year" activity of building the capacity and style of government agencies, we actively ask for advice and needs from enterprises, conduct scientific analysis and argumentation, and have participated in the formulation of a series of policy measures to promote the development of foreign trade and foreign trade economy, financial openness and investment attraction, and mutual trade preferences. We have provided preferential land and electricity use to investment enterprises, and supported them in increasing investment returns. Give full play to the leverage role of financial funds, and leverage financial funds to support foreign trade enterprises through financial discount and other means. In the past three years, more than 5 million yuan has been invested in subsidies or rewards for energy imports, agricultural product imports and exports, etc. Accurately implement the dual stability fund guarantee loan policy and issue loans to foreign trade enterprises. We have innovatively launched financial products such as "border loans" and "free trade e-loans", as well as financial service models such as "tariff guarantees" and border cooperative prepaid foreign exchange services, effectively solving the problems of financing for foreign trade enterprises and centralized foreign exchange payments in mutual market trade, and taking a crucial step forward in promoting Heihe border people's mutual market trade from scattered purchases to large-scale operations.

2. Efforts will be made to promote the transformation and upgrading of foreign trade, stimulating both innovation and vitality.

In the past three years, the bureau has invested a total of 150 million yuan to improve public service supporting facilities and supply chain systems, promote innovative development of foreign trade, and drive the transformation and upgrading of a group of traditional foreign trade and manufacturing enterprises, forming a "leading" hot spot effect, leading the city's industries to improve quality and efficiency. Build the Heihe Cross border E-commerce Industrial Park and leverage the role of the small and medium-sized enterprise entrepreneurship center within the park. Taking advantage of the policy opportunity of national support for live streaming e-commerce, we have applied for a provincial-level live streaming e-commerce sharing base with departments such as commerce and passed the review, obtaining provincial-level special funding support. Introduce preferential support policies to support the innovative development of the "mutual trade+live streaming e-commerce" model, and exempt enterprises entering live streaming bases from housing rent, water and electricity, heating and other expenses.

3. Promote the improvement of infrastructure and accelerate the dual cycle of advantages and victories.

Heihe City regards the improvement of border infrastructure construction as the "gold stone" for foreign trade and economic development, and speeds up the construction of ports and free trade zones. The Power of Siberia and Heilongjiang Bridge have been completed and put into operation successively. The Bei'an–Heihe railway upgrading and reconstruction (Longzhen Heihe section) has invested 6.89 billion yuan accumulatively. This year, the whole line will be completed. We have built the Heihe Highway Port, the Chinese side construction project for cross-border cableways, and the Heihe Highway Port mutual trade trading point project, effectively improving the operational efficiency of the logistics hub. The bureau utilizes operable financial capacity space to introduce social capital into the construction of bonded logistics centers through the PPP model. Over the past three years, a total of 1.06 billion yuan has been invested to support the infrastructure construction of the free trade zone. Actively assisting the free trade zone in researching tax refund policies such as provincial-level development zones, border economic cooperation zones, and cross-border economic cooperation zones. After comprehensive calculation and comparison, the final choice was to implement the free trade zone policy.
