Starting from July 1, self-printing of certificates of origin for Thailand and Mauritius will be add

On June 17, 2021, the General Administration of Customs issued Announcement No. 43 of 2021, deciding to add the following two types of certificates of origin as self-printable certificates from July 1, 2021:

Certificate of Origin of China-ASEAN Free Trade Agreement (exported to Thailand)

Certificate of Origin of China-Mauritius Free Trade Agreement

In order to further optimize the business environment at ports and promote cross-border trade facilitation, the General Administration of Customs has decided to increase the country of origin under the "Framework Agreement on Comprehensive Economic Cooperation between the People’s Republic of China and the Association of Southeast Asian Nations" to Thailand from July 1, 2021. The certificate and the certificate of origin under the Free Trade Agreement between the Government of the People’s Republic of China and the Government of the Republic of Mauritius are self-printable certificates. Other matters shall be implemented in accordance with Announcement No. 77 of 2019 of the General Administration of Customs.

Which certificate of origin can be self-printed?

After the scope is expanded, the following certificates of origin can be self-printed:

(1) Certificate of Origin of China-ASEAN Free Trade Agreement (exported to Indonesia, Singapore, Thailand);

(2) Certificate of Origin of the Asia-Pacific Trade Agreement (exported to South Korea and India);

(3) Certificate of Origin of China-Australia Free Trade Agreement;

(4) Certificate of Origin of China-New Zealand Free Trade Agreement;

(5) Certificate of Origin of China-Pakistan Free Trade Agreement;

(6) Certificate of Origin of China-Chile Free Trade Agreement;

(7) Certificate of Origin of China-Switzerland Free Trade Agreement;

(8) Certificate of Origin of China-Iceland Free Trade Agreement;

(9) Certificate of Origin of China-Georgia Free Trade Agreement;

(10) Certificate of Origin of China-Singapore Free Trade Agreement;

(11) Certificate of Origin of China-Korea Free Trade Agreement;

(12) Certificate of Origin of China-Mauritius Free Trade Agreement;

(13) Certificate of Origin of the Cross-Strait Economic Cooperation Framework Agreement;

(14) Non-preferential certificate of origin;

(15) Tobacco authenticity certificate;

(16) Certificate of re-export;

(17) Processing and assembly certificate.

Customs reminder

Enterprises can apply for the certificate of origin under the China-ASEAN Free Trade Agreement. The destination countries are Indonesia, Singapore and Thailand. The enterprise can print the certificate by itself without manual signature and seal. If the destination country is another ASEAN country, the method of applying for the certificate remains unchanged, and the certificate still needs to be manually signed and stamped.
