From July 1st,the most-favored-nation tax rate adjustment for some information technology products

According to the"Notice of the Customs Tariff Commission of the State Council on the Tariff Adjustment Plan for 2021"(Shuihuihui[2020]No.33)and the General Administration of Customs Announcement No.135 of 2020(Announcement on Implementing the Tariff Adjustment Plan for 2021):

1.Provisional import tariff rate:The provisional import tariff rate for 883 items(excluding tariff quota goods)will be implemented from January 1,2021,of which 874 will be implemented on July 1,2021.Cancellation of 9 temporary tariff rates for the import of information technology products.

2.The most-favored-nation tax rate for information technology products:According to the tax reduction agreement arrangement for information technology products,starting from July 1,2021,the sixth step of tax reduction will be implemented on 176 information technology products,of which 119 products will be reduced to zero.

3.Agreement tax rate:From July 1,2021,in accordance with the provisions of the bilateral trade agreement between my country and Switzerland and the Asia-Pacific trade agreement,the relevant agreement tax rate will be further reduced.

Cross-border e-commerce B2B export supervision pilot is extended to customs across the country

On June 28,the General Administration of Customs issued an announcement,in order to further promote the healthy and orderly development of cross-border e-commerce and help companies to better explore the international market,it decided to replicate and promote cross-border e-commerce B2B in customs across the country on the basis of the existing pilot customs.Pilot export supervision.Cross-border e-commerce companies,cross-border e-commerce platform companies,logistics companies,and other domestic companies that participate in cross-border e-commerce B2B export business should file with the local customs in accordance with the relevant regulations of the customs declaration unit.

Recently,the General Administration of Customs announced the"Announcement on Adjusting the Catalog of Import and Export Commodities Subject to Inspection"(hereinafter referred to as the"Announcement"),which will be implemented on June 10,2021.

According to the"Announcement",in accordance with the"Law of the People's Republic of China on Import and Export Commodities Inspection"and its implementation regulations,the General Administration of Customs has decided to adjust the list of import and export commodities that must be inspected.The export aspects are:

Customs supervision condition"B"is added to 24 10-digit customs commodity codes involving exported steel billets and pig iron,and the customs conducts export commodity inspections on related commodities.

Implementation of paperless management of dual-use items and technology import and export licenses

According to the"Notice of the General Office of the Ministry of Commerce on Doing a Good Job in the Paperless Work of Import and Export Licenses for Dual-use Items and Technologies",starting from July 1,2021,the Ministry of Commerce has decided to impose no import and export licenses for dual-use items and technologies.Paper management.

Enterprises can apply for the certificate of origin under the China-ASEAN Free Trade Agreement.The destination countries are Indonesia,Singapore and Thailand.Enterprises can print the certificate by themselves without manual signature and seal.If the destination country is another ASEAN country,the method of applying for the certificate remains unchanged,and the certificate still needs to be manually signed and stamped.

The new EU VAT regulations are implemented

From July 1,2021,the EU’s new e-commerce value-added tax regulations will come into effect.They will be levied when the goods arrive in the destination country or region of the recipient.After the regulations come into effect,only the single-window VAT declaration is required.Avoid the cost of registering,collecting and paying VAT with different tax rates in several EU countries or regions.Commodities imported from non-EU countries with a value of less than 22 euros will no longer be exempt from VAT.

The EU’s new e-commerce VAT regulations aim to simplify the burden of VAT compliance for cross-border e-commerce B2C sales,ensure that the collection of VAT follows the destination principle,and achieve fair competition between cross-border e-commerce and EU entity sellers.

The agent system of EU CE marked products

According to the requirements of the new EU product safety regulations"Market Supervision Regulations(EU)2019/1020",starting from July 16,2021(local time),most products with the CE mark in the EU(except the UK)require the EU The person in charge serves as the contact person for compliance of their products.

EU makes preliminary anti-dumping ruling on aluminum conversion foil products

On June 18,2021,the European Commission issued an announcement,making a positive preliminary anti-dumping ruling on aluminum converter foil products originating in China,and decided to impose a levy on the enterprises involved in the case from the day after the announcement was published in the official gazette.The temporary anti-dumping duty for 6 months is 16.0%-29.1%.

The product involved is an aluminum conversion foil with a thickness of less than 0.021 mm,no backing,and no further processing other than rolling.The weight of the aluminum conversion foil roll exceeds 10 kg.The EU CN(Combined Nomenclature)codes of the products involved are ex 7607 11 19(TARIC codes are 7607 11 19 60 and 7607 11 19 91).

The GCC will impose anti-dumping duties on aluminum alloy products

On June 15,the Technical Secretariat of the GCC’s International Trade Anti-Injury Actions conducted a review of aluminum alloy products imported from China(Plates,Sheets,and Strip,of aluminum alloys,of a thickness not exceeding 8 mm but greater than 0.2mm,except those polished,coated,heat treatable,and aluminium canstock used for beverage cans and its lids.)The anti-dumping case was finalized,and it was decided to impose tax on July 22,2021,with a tax rate of 33%and a period of 5 years.

The GCC members include the United Arab Emirates,Oman,Bahrain,Qatar,Kuwait,Saudi Arabia,and Yemen.

India lowers Goods and Services Tax(GST)on anti-epidemic related products

The Department of Revenue of India’s Ministry of Finance issued Announcement No.05/2021-Integrated Tax(Rate)on June 14 to cancel/reduce the Goods and Services Tax(GST)for 18 items of Covid-19 anti-epidemic materials.),until September 31,2021.

The above product list includes:

Oxygen for medical use(Medical Grade Oxygen,HS 2804);Remdesivir(Remdesivir,HS 30);Anticoagulant(Heparin,HS 30);Testing agent(Testing Kit,HS 3002/3822);Hand disinfectant(Hand Sanitizer,HS 380494);face mask(Helmet,HS 65069900);pulse oximeter(Pulse Oximeter,HS 901819 or 9804);oxygen concentrator(Oxygen Concentrator,HS 9019/20 or 9804);respirator(Ventilator,HS 9018/9019);Positive pressure breathing apparatus(BiPAP Machine,HS 9019)etc.reduced from 12%to 5%;

Tocilizumab(Tocilizumab,HS 30)and Amphotericin(Amphotericin B,HS 30)decreased from 5%to 0;

Gas/Electric/other furnaces for crematorium(HS 8417/8514)will be reduced from 18%to 5%;

Ambulance(Ambulance,HS 8702 or 8703)dropped from 18%to 12%.

In addition,5%GST tax is still levied on vaccine imports.The Ministry of Finance stated that 75%of vaccines are given to the public for free and no tax is imposed;25%of vaccines are administered at their own expense,and 5%GST is required.

India's new import regulations for oxygen concentrators

The Ministry of Commerce and Industry of India announced on May 1 that it will open the oxygen concentrator(Oxygen Concentrator)by mail/express or through the e-commerce platform to declare imports in the name of gift(Gift)for personal use until July 31,2021.

Brazil cuts import tariffs on 23 products

The Executive Management Committee(Gecex)of the Foreign Trade Commission(Camex)of the Brazilian Ministry of Economy issued Announcement No.197 on June 7 to reduce import tariffs on 23 products to ensure the normal supply of goods.The list includes agricultural raw materials,chemicals,printing inks and contact lenses.The above-mentioned products will be subject to tariff quotas,and import tariffs will be reduced to 0 or 2%for a maximum of 365 days.

Vietnam renews new regulations on certificates of origin for export products to the UK

The Ministry of Industry and Trade of Vietnam issued Notice No.02/2021,stipulating the issuance of the certificate of origin of commodities involved in the"Vietnam-UK Free Trade Agreement"(UKVFTA).This regulation will come into effect on July 26,2021.

According to the UKVFTA agreement,Vietnamese exporters can self-certify the certificate of origin for shipments worth less than 6,000 Euros exported from Vietnam to the UK.For shipments worth more than 6,000 Euros,the enterprise must obtain a certificate of origin issued by an agency and organization entrusted by the Ministry of Industry and Trade of Vietnam.

For shipments worth less than 6,000 Euros exported to Vietnam,exporters are also allowed to self-certify the certificate of origin of the product.For shipments worth more than 6,000 Euros,only exporters who comply with UK regulations can self-certify the origin of the products.
