According to Xie Wen, Director of the Goods and Labor Tax Department of the State Administration of Taxation, in order to further reduce the tax rebate burden of export enterprises, the new system has expanded the intelligent tax processing service function. Taxpayers can freely choose the electronic tax bureau online declaration, offline declaration tool, and "single window". "Online declaration has three free declaration channels to further enhance the refined level of export tax rebate services.

As the number of reporting channels increases, the number of data items that need to be reported is further reduced. Xie Wen said that the new system has increased the proportion of "no reporting", realized automatic collection of declared data, and greatly reduced manual entry. At the same time, various business declaration forms and columns such as export tax rebate filing, declaration, and certification processing have been streamlined, and the declaration forms will be deleted by about one-third, and the data items will be deleted by about one-fifth.

Xie Wen said that the acceleration of tax rebates relies on the intelligent diversion mechanism. The new system realizes separate processing with a single piece of detailed data as a unit to ensure the diversion processing of doubtful business and the normal tax refund for undoubted business. Since the pilot on September 1, 2020, a total of more than 10,000 export companies have processed nearly 15 billion yuan in tax refunds in advance through the intelligent distribution mechanism.
