The column and 19 key engineering project columns that are supportive, leading, and make up for shortcomings, strengths and weaknesses, are the refinement of the key tasks of the plan, and they are also an important starting point for promoting the implementation of the plan.


The first column focuses on the main indicators of customs development during the "14th Five-Year Plan", one of which is: by 2025, the number of countries (regions) that are expected to be interconnected with overseas "single windows" will reach 15.

What is "Single Window Interconnection"?


On the one hand, this cooperation will help improve the efficiency of customs clearance and enhance the credibility of trade data; on the other hand, it will help the customs of both sides to conduct data audits and comparisons during supervision and law enforcement, and accurately crack down on violations of declarations such as under-declared goods.

Indonesia


On September 2, 2020, the General Administration of Customs issued No. 100 of 2020 (Announcement on matters related to the electronic networking of origins between China and Indonesia): To further facilitate the compliance clearance of goods under the free trade agreement, since October 2020 Starting on the 15th, the "China-Indonesia Electronic Information Exchange System of Origin" has been officially launched, real-time transmission of certificates of origin and flow certificates under the "China-ASEAN Comprehensive Economic Cooperation Framework Agreement" (hereinafter referred to as "China-ASEAN Framework Agreement") with Indonesia digital data.

According to Indonesian Customs Administration (DJBC) Hidayat, the two countries have agreed to exchange three types of data, namely Form E data, Acknowledgment (ACK), and Feedback Information.


Singapore


According to the announcement of the General Administration of Customs, from November 1, 2019, the "China-Singapore Country of Origin Electronic Information Exchange System" has been officially launched. The system will transmit in real time the electronic data of the Certificate of Origin of the "Free Trade Agreement between the Government of the People’s Republic of China and the Government of the Republic of Singapore" (hereinafter referred to as the "China-Singapore Free Trade Agreement"), and the "China-ASEAN Comprehensive Economic Cooperation Framework Agreement" (hereinafter referred to as "China Under the ASEAN Framework Agreement), Singapore issues the certificate of origin and the electronic data of the flow certificate, as well as the electronic data of the non-reprocessing certificate that is transited through Singapore.

On June 18, 2021, China Customs and Singapore Customs jointly convened the fifth meeting of the "Single Window" joint working group between the customs of the two countries. The two parties shared the latest construction results of the "Single Window" of the two countries, and affirmed the construction results of three pilot cooperation projects including the exchange of preliminary cargo declaration data, the exchange of shipping container customs logistics information and the construction of the "Single Window" alliance blockchain. They were approved in principle. The "Single Window" consortium chain related to the "Technical Standards", "Technical Plans", "Governance Plans", "Marine Container Clearance Logistics Status Business Plan", etc., and made arrangements for the next expansion of the pilot program.


Pakistan


On April 30, 2018, China and Pakistan jointly announced the launch of the electronic data exchange system. After the Pakistani Prime Minister visited China in November 2018, China and Pakistan signed a memorandum of understanding again, and electronic data exchange entered actual operation. China and Pakistan will exchange export data every quarter to combat the phenomenon of low-cost customs declarations.

After the China-Pakistan system realizes data exchange, the electronic information transmitted by China to the Pakistani customs will include all the fields of the paper certificate of origin and the number of the export declaration form, the shipper, the exporter, the bill of lading number, the means of transport, the container number, and the corresponding The number and item number of the certificate of origin, product description, tax number, quantity, etc.


China’s export declaration is truthfully declared according to the actual price of the goods, but some Pakistani importers under-report the import price in order to reduce the payment of customs clearance fees. After the exchange of electronic data, the discrepancy between the two will be completely transparent.


Because Pakistani Customs pays great attention to the electronic data transmitted by China, especially the information on the FOB price of the goods recorded in the certificate of origin, goods that have not been declared in accordance with the requirements of the General Administration of Customs Announcement No. 29 (2018) and No. 51 (2016) may be Customs clearance in Pakistan will be blocked.


Eurasian Economic Union


At the end of 2020, the "Eurasian Economic Union and China's Agreement on the Exchange of Information on International Transportation of Goods and Vehicles" formally came into effect. The Central Customs of the member states of the Union and the General Administration of Customs of China will act as the authorized implementation units for information exchange.

The "Agreement" stipulates the main phases, cooperation mechanism, amount of information, and composition of information for the Eurasian Economic Union and China to exchange information. According to the "Agreement", the parties shall exchange all export and transit declaration data except for personal items. Information exchange will be completed in electronic form through the Eurasian Economic Union's integrated information system and the information system of Chinese authorized institutions.


The information exchange will be completed within 4 hours after the goods are exported by road, railway, aviation, waterway (including sea and river transportation), etc., through the corresponding international transportation vehicles. All parties need to sign a separate protocol within 18 months after the "Agreement" enters into force, clarifying the structure, format, technical conditions, etc. of the information exchange. According to the "Agreement", information exchange is conducive to improving customs clearance efficiency, strengthening risk management, and investigating and handling cases related to evasion of customs supervision.


In addition, it is worthy of special attention that the Eurasian Economic Commission adopted Resolution No. 17 (hereinafter referred to as “Resolution No. 17”) to adjust Annex II and Annex III of the Resolution No. 130 of the Customs Union Commission of November 27, 2009, which will include More than 70 countries and regions, including China, Hong Kong, South Korea, Brazil, Argentina, Turkey, etc., were removed from the list of developing countries and regions, so that the products of the above-mentioned countries’ origins are imported into the Eurasian Economic Union. Will no longer enjoy the most-favored-nation treatment on tariffs. Resolution No. 17 will take effect on October 12, 2021.


From October 12, 2021, for commodities listed in the "Eurasian Economic Commission Resolution No. 8 of January 13, 2017", the import tariffs will no longer enjoy the most-favored nation if the origin of China is exported to the Eurasian Economic Union region. Treatment, the main categories of commodities affected are: fish and aquatic products, meat and poultry non-staple foods, dairy products, vegetables, cash crops, food crops, wood, furniture, silk fabrics, decorations, etc.


The member states of the Eurasian Economic Union include Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia.
