12 provinces stop production and limit electricity? European and American factories cut production a

2021-09-24

Recently, European natural gas prices have soared tenfold, and a large number of companies have stopped production and reduced production. Under the pressure of dual control of energy consumption, many provinces and cities across the country have continuously increased the power limit, starting two and stopping two, starting two and stopping five, and even starting one and stopping six. How can small and medium-sized enterprises survive... .

1. Power curtailment measures

Guangdong

Prior to this, Guangdong Province launched the "on-two-stop-five" power plan, that is, starting from September 16 to implement a five-level orderly power-utilization plan of "on-two and off-five" weekly. On peak shift days, the security load is kept below 15% of the total load, and the peak shift time is from 7:00 to 23:00.

According to the notice issued by the Houjie Power Supply Branch of the Dongguan Power Supply Bureau of Guangdong Power Grid, due to the current shortage of power supply in our province, in order to ensure the orderly supply of power. According to the requirements of the Municipal Development and Reform Bureau's "Notice on Implementing Staggered Power Consumption for Enterprises with High Energy Consumption", from September 22 to 26, 2021, the power consumption of industrial production loads will be stopped at all times every day.

It is understood that ordinary enterprises will have power outages for four days this week, and energy-intensive enterprises will have outages for a week.

Industrial users in Dali will implement a five-level orderly power consumption plan of “on two and stop five” every week starting from September 16.

Lunjiao, as an important town of glass machinery in China, has also implemented curtailment measures.

Industrial users in Shantou also received a notice request from the Shantou Power Supply Bureau regarding the "open two stop five" power rationing notice, which is scheduled to be implemented on September 17.

What is more serious than Dali, Foshan and Shantou, is that industrial users in Jieyang are faced with a “on-one-stop-six” mode of curtailment, which means that production can only be started for 4 days a month.

Some enterprises in Zhongshan City also received the "open one stop six" notice. The specific arrangements were as follows: under the regulations, users would implement "open one stop six", and enterprises under the regulations would implement "open two stop five".

Anhui

Recently, the Office of the Leading Group for Energy Guarantee Work in Anhui Province issued the "Emergency Notice on Doing a Good Job in Orderly Utilization of Electricity." Among them, it is mentioned that due to factors such as the continuous shortage of electric coal and the abnormal frequency of units in the province, there will be a gap in electricity supply and demand in the province. On September 22, the province’s maximum electricity load is estimated to be 36 million kilowatts, and the balance of power supply and demand is about 2.5 million. Tens of thousands of gaps, the supply and demand situation is very tight. In order to ensure the smooth operation of the province's power grids and reliable power supply, after research, it was decided to start the province's orderly power utilization plan on September 22.

Zhejiang

Towards the end of the third quarter, many places have strictly controlled energy consumption, increased power and production restrictions, and tightened the dual control policy. The eastern province of Zhejiang is facing an upgrade of energy consumption dual control. On the evening of September 21, it was reported that Keqiao District, Shaoxing City issued a power rationing notice. From now to October 1, Zhejiang Province will shut down all high-energy-consuming enterprises, including all printing and dyeing plants, chemical plants, chemical fiber plants, etc. .

Two, listen to different voices

The endless power curtailment measures have made manufacturing companies reluctant to say that they have survived the epidemic, and the prices of raw materials have risen, but they did not expect to have limited power.

Experts said that in the past few years, there have been several power cuts. In 16-17, not only industrial power was used, but even residents had switched off power cuts. Why are people so concerned about this year's power cuts?

A person familiar with the Guangdong Power Grid said that the current shortage of electricity in Guangdong is closely related to the "power shortage". Give an example: "A thermal power plant in Guangdong with two installed capacity of 500,000 kilowatts each has not been operating at full capacity so far. One of them is out of service, and the other operating unit has only half the normal load. As the main power source The non-normal operation of thermal power in China is also related to the current coal price and supply. At present, the on-grid price of thermal power is more than 40 cents, but the cost of power generation has reached nearly 60 cents, which means that every kilowatt-hour of electricity generated by thermal power plants will lose money. A dime a lot."

Some people in the media also said that my country is the country that has recovered the best from the global epidemic. Global orders have poured into China, causing raw materials to skyrocket. At the same time, the manufacturing industry has blindly expanded. However, the incremental orders for overseas epidemics are unsustainable. Supply, limiting production capacity from the source, so that some downstream companies cannot blindly expand, so that when the order crisis comes in the future, it can truly protect the downstream.
