2. 4. The member units, relevant departments and units of the Inter-ministerial Joint Conference for the Promotion of High-quality Trade Development of the State Council shall, in accordance with the division of responsibilities, strengthen coordination and cooperation, actively serve the high-quality development of foreign trade, and make relevant plans, annual plans and the "Plan".
