The notice on matters related to central enterprises helping small and medium-sized enterprises to rescue and solve difficulties and promote coordinated development requires that central enterprises should put an end to the abuse of market dominance and malicious arrears in terms of systems, mechanisms, processes and information management and control. At the same time, central enterprises are required to strictly control the "back-to-back" payment terms, strictly manage non cash payment, and shorten the period of commercial bills and other bills to less than six months.

In March this year, SASAC issued a document to promote central enterprises to do a good job in the rent reduction of small and micro enterprises in the service industry and individual industrial and commercial households in 2022. In order to effectively speed up the implementation of relevant policies, the notice further refined the requirements, clearly proposed that if the local introduction of rent reduction policies is stronger than that required by the SASAC, the territorial policies should be implemented, and encouraged central enterprises to give necessary assistance to small and medium-sized enterprises that are not within the scope of rent reduction within their ability.

In terms of helping small and medium-sized enterprises to reduce operating costs and alleviate financing difficulties, the circular made it clear that small and micro enterprises in extremely poor industries and individual industrial and commercial households should be given phased preferential treatment for power consumption, implement "non-stop payment of arrears" and allow supplementary payment within six months; The average tariff of broadband and dedicated lines for small and medium-sized enterprises will be reduced by another 10%; The financial subsidiaries of central automobile enterprises should play a leading and exemplary role and provide six-month extension of principal and interest repayment policy support for commercial truck consumer loans issued before June 30, 2022.

The circular also put forward a number of measures in terms of financing, innovation and coordinated development, and strive to build an interdependent and mutually promoting development ecosystem for large, medium and small enterprises. The circular proposed that central enterprises should promote the implementation of various steady growth measures, continuously increase efforts, actively expand effective investment, implement a number of major projects specified in the 14th five year plan as soon as possible, release order demand for upstream and downstream in advance, stabilize the expectations of small and medium-sized enterprises, and emphasize the need to actively purchase high-quality products and services of small and medium-sized enterprises.
