Gu Jun, secretary of the Party Leadership Group and director of the Shanghai Municipal Commission of Commerce, introduced the construction of the Shanghai International Trade Center since the 18th National Congress of the Communist Party of China, centering on the theme of "Promoting Higher Level Opening up and Improving the Energy Level of the Shanghai International Trade Center". Zhang Yi said that in recent years, Shanghai Customs insisted on system innovation, reform and integration, focused on the development of advanced physical manufacturing industry, served to build a new momentum for Shanghai's foreign trade, and fully supported Shanghai's foreign trade and industrial development to a new level.
In terms of implementing major national strategies, Shanghai was supported to take the lead in building a pilot free trade zone in China, and 66 customs innovation systems were successively introduced, 33 of which were replicated and promoted nationwide. The only Yangshan Special Comprehensive Bonded Zone in China will be built, and a new institutional framework will be established, including the release of the first line, unilateral declaration of the second line, full freedom in the zone, complete cancellation of the account books, and highly simplified statistics. Take the lead in establishing the Yangtze River Delta Customs integrated supervision mechanism to realize the "joint handling" of inbound and outbound goods in the Yangtze River Delta at pilot ports. We will support the "better and better" of entering the Expo, promote the normalization of bonded exhibition and sales, and let more "exhibitors" become "traders" and "traders" become "investors".
In terms of supporting the development of key industries, we launched a pilot regulatory innovation program for the development of the integrated circuit industry, simplified the regulatory procedures for the entire industrial chain from R&D and design, processing and manufacturing to packaging and testing, and assisted the upgrading and development of the integrated circuit industry. Cooperate with relevant municipal departments to initiate the "white list" system for research and development articles of biomedical enterprises (R&D institutions). Tailor the integrated supervision plan for large aircraft, support SAIC to carry out processing and final assembly respectively in the two bases inside and outside the region, and promote the development of the aviation industry.
In terms of efforts to cultivate new forms of foreign trade, six types of cross-border e-commerce international trade import and export business models were successively implemented, and a series of convenient measures such as "list review and release, summary and declaration" were introduced to promote the large-scale development of cross-border e-commerce at Shanghai ports. We will give full support to the landing of the first bonded LNG bunkering business of international navigation ships and the first "coastal pick up" business of foreign ships in Pudong, and promote the implementation of the whole process of "point to point" off-site entrusted supervision of aircraft financial leasing nationwide. We have guided enterprises to make full use of the RCEP rules of origin, and have accumulated 31.5 billion yuan of import and export goods to handle import tax concessions or export certificates of origin.
In terms of continuously optimizing the business environment, we took the lead in opening customs clearance time and cost surveys at national ports, and launched five rounds of targeted trade facilitation special actions. Take the construction of cross-border trade big data platform as the No. 1 project, and support more than 20000 cross-border supply chains to achieve second level quick release. Steadily complete the institutional reform, implement the transformation of customs clearance process, realize the integration of customs inspection business, and "combine two systems and two documents into one". A series of innovative applications such as the special window for difficult customs declaration forms, the visualization of the whole customs clearance process, and the "cross-border trade customs comments" were launched simultaneously. The overall customs clearance time for import and export at Shanghai Port is more than 50% shorter than that in 2017.
According to the statistics of Shanghai Customs, since the 18th National Congress of the Communist Party of China, the total volume of import and export goods trade at Shanghai ports has increased from 6.68 trillion yuan in 2012 to 10.09 trillion yuan in 2021, an increase of 51%. Since 2014, it has been the largest trade port in China for eight consecutive years. In the past decade, the radiation and driving role of Shanghai Port has been further enhanced. In 2021, the total import and export of enterprises from other provinces and cities through Shanghai Port will be 6.9 trillion yuan, an increase of 64.6% over 2012; The structure of export commodities has been continuously optimized. The average annual growth rate of electric products exports has reached 3.6%, and the export of automobiles has soared from 35.45 billion yuan to 110.89 billion yuan, an increase of 212.8%; The status of consumer goods import distribution center was further highlighted. The proportion of consumer goods imports in the total import value of ports increased from 12.6% in 2012 to 18.5%, and the proportion in the total import value of consumer goods nationwide increased from 36.7% to 41.7%.
