The second is to stimulate innovation and help stabilize foreign trade. The "Measures to Stabilize Foreign Trade" proposes to set up a number of pilot projects for market procurement trade methods, a number of import trade promotion innovation demonstration zones, and a number of cross-border e-commerce comprehensive pilot zones; policies to further support the development of cross-border e-commerce overseas warehouses measures; speed up the introduction of tax policies to facilitate cross-border e-commerce export returns and exchanges.


The third is to strengthen security capabilities and promote unimpeded trade. The "Measures for Stabilizing Foreign Trade" proposes to improve the efficiency of port collection and distribution and domestic transportation to ensure fast transit of import and export goods; continue to clean up unreasonable charges at ports; promote experience and practices for improving quality and efficiency at ports; and strengthen customs clearance facilitation for foreign trade enterprises. Wang Shouwen said that since the beginning of this year, under the strong leadership of the Party Central Committee and the State Council, the Ministry of Commerce has cooperated closely with various localities and departments, and the vast number of foreign trade enterprises have risen to the challenge and strived to overcome the impact of various unfavorable factors. In the first eight months of this year, my country's import and export volume reached 27.3 trillion yuan, a year-on-year increase of 10.1%. my country's foreign trade once again showed strong resilience and vitality. At this time, the Ministry of Commerce issued the Measures to Stabilize Foreign Trade, and put forward a series of necessary and timely measures and suggestions for each link of the foreign trade supply chain.


Wu Dan believes that, on the one hand, the "Measures to Stabilize Foreign Trade" clearly points out that it is necessary to encourage major foreign trade provinces to give full play to their own advantages, increase expenditure on foreign trade innovation platforms, and support advantageous products to actively explore international trade markets; on the other hand, it emphasizes cross-border trade. The role of e-commerce in stabilizing foreign trade requires further support for the development of cross-border e-commerce overseas warehouses, and corresponding encouragement and support for cross-border e-commerce foreign trade enterprises in optimizing customs procedures, expanding capital channels, and optimizing tax policies.


"The timely introduction of "Measures to Stabilize Foreign Trade" can effectively ease the pressure of the current complex situation faced by foreign trade enterprises, relieve the plight of foreign trade enterprises, provide import and export trade enterprises with 'reassuring' policy support, and help my country's trade supply chain continue to be stable and orderly development, and contribute to the stability of my country's economic growth." "At present, the background of my country's international trade enterprises is the slowdown of external demand growth. From January to August, my country's mechanical and electrical products accounted for 56.5% of its foreign trade exports, and the competitiveness of high value-added and high-tech products continued to manifest. At the same time, my country's automobile exports increased by 57.6%, and solar cell exports increased by 92.6%. These are the reflections of the relatively solid foundation and strong competitiveness of the foreign trade industry.


Although the growth rate of my country's foreign trade declined in August, it is worth noting that China's exports to other RCEP member countries increased by 23% in the month, which was 11.2 percentage points higher than the overall growth rate of foreign trade exports in August. "The various free trade agreements, including RCEP, have played a very important role in promoting the development of my country's foreign trade." Wang Shouwen said, "All parts of the country attach great importance to foreign trade work, and many provinces have introduced practical and effective supporting measures to establish foreign trade. The 'white list' system of enterprises, which is mainly supported, and the commercial authorities conduct regular visits and 'one-to-one' assistance to some key foreign trade enterprises, all of which are conducive to the stable growth of my country's foreign trade."


Bai Ming believes that at present, my country's foreign trade industry is facing a complex international trade situation, and stabilizing foreign trade cannot be taken lightly. From the current point of view, it is still difficult to predict the implementation effect of the "Measures to Stabilize Foreign Trade", and how many policies will be implemented remains to be observed.
