At the time of the three-year examination, Nanjing District handed over the answer sheet of "more than 160 institutional innovation achievements embodying initiative have been formed, of which 5 achievements have been replicated and promoted nationwide".

It is understood that institutional innovation is the core of Nanjing District. Driven by institutional innovation, the level of opening up and cooperation and the level of external influence in Nanjing have been further improved. The relevant person in charge of Nanjing District said that, specifically, Nanjing District solved the problem of "low scattered areas" by strengthening integrated innovation; Solve the problem of "not daring to rush" by strengthening the initiative innovation; Solve the problem of "weak characteristics" by strengthening differential innovation.

It is reported that since its listing, Nanjing District has focused on integrated circuit, biomedicine, modern finance and other core industries, and has broken down barriers with integrated system innovation, taking biomedicine industry as an example. Nanjing District has defined 24 reform measures in six categories, and strives to initially form a complete industrial chain of "R&D+data+clinical+manufacturing+application" by 2025. At the same time, we will create a full cycle service through subdividing professional modules, put into operation "six centers" (gene sequencing center, new drug detection center, mass spectrometry detection and analysis center, biological sample center, big data center and precision medical laboratory), and form a full chain R&D service system for the biomedical industry.

Not long ago, Nanjing issued Several Measures to Support the Opening and Innovative Development of Biomedical Enterprises in Nanjing Area of China (Jiangsu) Pilot Free Trade Zone, proposing to establish a pilot list system for biomedical enterprises, and launched 18 pilot measures from five aspects, including promoting the facilitation of international trade clearance and optimizing the quarantine and supervision of imported biological products. Among them, in terms of promoting pilot enterprises to apply for government supported biomedical science and technology projects, 6 of the first 14 pilot enterprises have received support.

The person in charge of Jiangsu Jizhiyikang Biotechnology Co., Ltd. said that Nanjing District cooperated with other departments and institutions to establish a sound one-stop service for risk assessment, customs clearance inspection, follow-up supervision and multi group technology testing of special biomedical products, which shortened the time for import approval of biological products such as monoclonal antibodies, protein drugs, small molecule drugs, blood and its products, and enabled the company to carry out relevant experiments.

Nanjing District actively adopts the international trade rules of elevation standards as an important measure to accelerate the construction of the highland of opening up to the outside world. Focusing on the implementation of high standard international trade rules such as RCEP performance obligations and benchmarking CPTPP, Nanjing District carried out special research and developed 22 annual key reform and innovation tasks in the fields of investment opening and financial services. Nanjing District closely follows the strategic positioning of "building a pilot area of independent innovation with international influence, a modern industry demonstration zone and an important platform for opening up and cooperation", strives to promote the integration and co construction of the national new area and the pilot free trade zone, and strives to create a first-class innovation ecology, industrial form and open business model. According to the relevant person in charge of the Nanjing area, breakthroughs are mainly made in three aspects.

Nanjing District has built an innovation oriented cultivation system, set up 87 new research and development institutions, more than 1100 incubated technology-based SMEs, created 4 unicorn enterprises and 64 cultivation unicorn enterprises, and the high-tech enterprises have doubled in three years. Over the past three years, Nanjing District has issued more than 80 kinds of support policies to promote openness and cooperation and improve the level of international trade and investment facilitation.
