First, optimize the business process. Carry out delayed booking and free mailing of documents, reduce the processing time limit, improve the efficiency of business application, and realize online application without meeting in the whole process of certificate of origin business and immediate application and approval, and issue preferential certificates of origin under various free trade agreements in full caliber. The first commercial certification self-service center in China was established to provide 24-hour "no closing" services. According to the needs of international trade enterprises, establish enterprise service QQ groups and WeChat groups. Visa personnel's QQ numbers and mobile phone numbers are all open to enterprises. Carry out delay services and appointment services to answer enterprises' questions in real time. From January to August, CCPIT issued 7668 certificates of origin, a year-on-year increase of 21.5%. The amount of visas was US $1.04 billion, a year-on-year increase of 38%, which reduced tariffs for international trade enterprises by US $5.708 million; 220 commercial certificates and 147 consular certifications were handled.

Second, strengthen policy interpretation and utilization. On the one hand, we carefully selected high-quality online and offline training courses to help enterprises understand the policy. Organize enterprises to participate in various online trainings such as intellectual property dispute resolution, cross-border e-commerce industry compliance, exhibition and conference standardization training forums, and help foreign trade enterprises master laws and policies. To organize two national level meetings of CCPIT on the interpretation and utilization of RCEP policies, and do a good job in tariff planning; On the other hand, the "precision drip irrigation" method is used to penetrate into enterprises, one-to-one analysis of tariff reduction and exemption of products under the rules of origin of the Free Trade Agreement is conducted for enterprises, and tariff planning is introduced into the "going out" strategic design of enterprises. Deeply promote RCEP opportunities and tap export potential in development zones, Shenxian County and Guanxian County by holding symposiums and other forms. Carefully guide Luxi Chemical to use the RCEP rules to enhance the competitive advantage of formic acid products in the Japanese market, achieve zero tariff, and the export volume of international trade increased by 30%. Through the "Luxi Chemical to use the RCEP tariff concessions to compete with international chemical giants" submitted by the Shandong Council for the Promotion of International Trade, Luxi Chemical was successfully selected as one of the first provincial RCEP best practice cases in China.

Third, expand the legal service chain. In March, CCPIT Shandong Council approved the establishment of the Liaocheng Sub center of CCPIT Shandong Mediation Center, and strengthened cooperation with trade arbitration, judicial, court, lawyers association and other institutions to provide full process commercial legal advice and dispute resolution services for cross-border operations of international trade enterprises. Use international commercial mediation, arbitration and other means to help enterprises solve international economic and trade disputes, improve the diversified settlement system of commercial disputes, and improve risk prevention and response capabilities. Nine commercial disputes involving 7.5 million yuan were accepted from 7 countries, including the Netherlands, South Korea and Thailand.
