How to speed up national trade import customs clearance

2022-10-28

The customs clearance of imported goods is the key to the international trade of imported goods entering the domestic market. The core issue is whether the customs clearance documents are complete and correct.

The report documents required for imported goods include the contract (duplicate is enough), the original packing list, the original invoice, the original bill of lading, the original customs declaration agreement, the import declaration form and various certificates involved in the customs supervision conditions. (The client of the consignment customs declaration agreement must have the company sign the form, which must be the original. The fax and copy of the customs declaration are invalid. Some companies waste time and expense because they do not pay attention to this.).

After receiving the full set of import documents from international trade exporters, it is necessary to find out which shipping company the imported goods belong to; Which is the shipping agent, and where can I get the bill of lading for customs clearance. Contact the shipping company or shipping agency to determine the time and place of arrival of the ship (if transshipment is required, the name of the second vessel shall be confirmed), and confirm the time, formalities and fees for document replacement with the shipping company or shipping agency in advance The original bill of lading with endorsement (fax copy and letter of guarantee of the cable bill of lading can be taken if the goods are released by cable) or a full set of original bills of lading can be taken to the shipping company and shipping agency contacted in advance to exchange for the bill of lading for customs clearance.

For example, a foreign-funded international trade enterprise imports a container of goods from Germany. The consignee of the bill of lading displays "TO ORDER FOR SHIPPER", and the consignor does not endorse the bill of lading. After the ship arrived, it was unable to exchange the bill of lading, so the original bill of lading had to be sent to the German exporter for endorsement. When the endorsed original bill of lading was obtained to exchange the bill of lading for customs declaration, it had been more than ten days since the ship arrived at the port, resulting in delayed declaration and other expenses.

After receiving the full set of import documents from the international trade exporter, confirm whether the original invoice, original packing list, bill of lading and contract provided by the international trade exporter are consistent with each other, such as the name, shipping mark, number of packages, gross weight and size. The original invoice and the original packing list shall be signed and sealed. Of course, some invoices and packing lists can also be signed manually. At the same time, the commodity code of the goods shall be confirmed, the customs tariff shall be consulted, the import tax rate shall be confirmed, and the regulatory conditions required for the goods shall be confirmed. If inspection application is required, it shall be submitted to the relevant authorities for inspection before customs declaration. Documents required for inspection application: inspection application form, packing list, invoice, contract, import declaration form.

With complete and correct customs declaration documents, we can speed up customs clearance and avoid the phenomenon of delayed declaration and stack transfer.
