It is understood that this pilot project has designated two districts for the development of market procurement trade, and Taobo City is the second district market. Huang Jiawen said that before the pilot project was approved, many small and micro enterprises or merchants that could not obtain sufficient input VAT invoices, could not do export trade independently, and the collection channels did not meet the requirements had difficulties in export compliance and export operation. After the pilot project is approved, enterprises can directly export in the form of market procurement trade without issuing special VAT invoices for input items because they enjoy the policy of "exemption without invoices", which greatly saves costs. In addition, small and micro enterprises and merchants that did not have international trade capacity in the past can also better participate in foreign trade through pilot.

"The approval of the pilot project is conducive to attracting foreign trade enterprises and freight forwarding enterprises to settle in, and pushing more local products abroad. Up to now, 7 departments including the Ministry of Commerce have set up 39 market procurement trade pilot projects nationwide. In Jiehao's opinion, the following three points should be noted if the development of market procurement trade wants to achieve progress in stability.
