Since the formal implementation of the Regional Comprehensive Economic Partnership Agreement (RCEP) on January 1 this year, it has attracted the attention of the society, especially the majority of international trade import and export enterprises. The CCPIT Xiamen Council attaches great importance to the relevant work of RCEP, actively carries out publicity and promotion of relevant policies of RCEP, launches training on interpretation of rules of origin, one-to-one tariff benefits, preferential category determination services, compiles and prints service guidelines and a series of measures to help international trade enterprises understand and master relevant policies of RCEP, make good use of policy dividends, and seize development opportunities.

Initial achievements have been made in promoting the import and export of Xiamen's international trade enterprises and restructuring the supply chain of the industrial chain.

First, widely carry out the propaganda and promotion activities of RCEP. In order to fully complete the work of origin certification under the RCEP, 10 sessions of RCEP related training were held before and after the effective implementation of the RCEP, and more than 6000 persons were trained. Improve the ability of Xiamen CCPIT enterprises to use the relevant policies and preferential measures of RCEP.

Second, establish the RCEP preferential certificate of origin service window. Set up a preferential certificate of origin service window in the comprehensive service hall of the Free Trade Pilot Zone of Haisi Central Legal Affairs Zone, open a service hotline, provide "one-to-one" consulting solutions and business handling guidance for international trade enterprises, and provide enterprises with business consulting, product filing, certificate application and other full process services.

The third is to compile the RCEP service guide. According to the feedback of questions and opinions collected from the enterprise survey, CCPIT Xiamen Council has compiled and printed the RCEP Service Guide, which consists of four major contents, including the introduction of the RCEP agreement, the handling process of the RCEP preferential certificate of origin, the question and answer of the RCEP rules of origin, and the frequently asked questions about the RCEP preferential certificate of origin, to facilitate the enterprise's learning and use.

The fourth is to provide personalized application guidance. Xiamen Council for the Promotion of International Trade vigorously carries out "enterprise friendly services", makes in-depth visits to enterprises, provides door-to-door services, and provides personalized services for enterprises. This year, more than 20 enterprises have been visited and investigated, and enterprise cases have been sorted out for reference.

The fifth is to constantly improve the visa service level. Strengthen the business training of visa personnel, improve their business ability, and ensure the quality of visa work. We will continue to promote visa facilitation, achieve online application for RCEP certificates throughout the process, promote independent printing at the enterprise end, and provide mail services to meet the needs of enterprises by providing "office without meeting" services.

According to statistics, the CCPIT Xiamen Council issued 747 RCEP visas from January to June, accounting for 65.41% of the visas issued by the CCPIT Fujian Council. From January to September, the CCPIT Xiamen Council issued 1232 RCEP preferential certificates of origin, amounting to nearly 57 million US dollars, which is expected to reduce and exempt import tariffs for international trade enterprises by 400000 US dollars.
