On November 1, a batch of bonded air materials imported from Germany by Shenzhen Lufthansa Technology Co., Ltd. with a value of 8 million yuan arrived at Shenzhen Bao'an International Airport. Air materials occupy a large amount of funds and require high timeliness. Through the "conformity assurance+subsequent audit" intelligent inspection and supervision mode, the product was put into production in only one day.
On the occasion of the 50th anniversary of the establishment of diplomatic ties, China Germany economic and trade relations are also developing at a deeper level. According to customs data, China has become Germany's most important trading partner for the sixth consecutive year. In 2021, Germany China bilateral trade volume will reach 245.4 billion euros, an increase of 15.1% over 2020. In this process, the relevant competent authorities of China, while promoting the agglomeration of high-quality industries and the implementation of projects, optimized supervision through such convenient measures as early declaration, collection of taxes, release before inspection, to ensure the rapid customs clearance of high-tech and intelligent equipment and promote the development of Sino German trade to a higher quality.
The "pull" of mechanical and electrical products is enhanced
"Air material management is a key link in the aircraft maintenance industry, and the supply and circulation efficiency of air materials directly affect whether the maintenance business can be completed on time. The compression of air material production time has greatly improved the market competitiveness of air material maintenance enterprises." Ruan Song, the customs affairs manager of Shenzhen Lufthansa Technology Co., Ltd., told the reporter that under the smart inspection and supervision mode of "conformity assurance+subsequent sampling", the enterprise provided the customs with a list of airworthiness certificate air materials. After checking the conformity assurance, the customs department immediately released the imported air materials in a centralized way, which greatly improved the supervision efficiency and shortened the production and use cycle of products from 4 days to 1 day.
As an enterprise specialized in aircraft parts maintenance and air material support, Lufthansa Technology is also the core enterprise of Shenzhen to promote the project of aircraft technology service center in the airport comprehensive bonded zone. According to customs data, since this year, the company's import and export volume has reached 2.793 billion yuan, including nearly 1 billion yuan to Germany.
In Shenzhen's trade with Germany, the products exported to Germany are mainly mechanical and electrical products, and electrical equipment, electronic components and other products play a significant role in stimulating Shenzhen's foreign trade. According to customs statistics, Shenzhen exported 35.46 billion yuan of mechanical and electrical products to Germany in the first three quarters of this year, accounting for 79.1% of the total export value of Shenzhen to Germany in the same period. Electrical equipment, electronic components, automatic data processing equipment and other major products drove exports by 11.5 percentage points. In terms of imports, Germany's pharmaceuticals, medical devices and integrated circuit products grew rapidly. In the first three quarters, Shenzhen imported 2.58 billion yuan, 9.2 billion yuan and 2.12 billion yuan of medical materials and drugs, medical instruments and apparatuses, and integrated circuits from Germany, up 14.6%, 27.3% and 9.5% respectively.
"Germany has become the largest trading partner of Shenzhen in EU countries for many years in a row. In the first three quarters, Shenzhen's import and export to Germany reached 63.2 billion yuan, up 13.8% year on year, including 44.83 billion yuan of export, up 21.1%." The relevant person in charge of Shenzhen Customs said that, in view of the product characteristics of foreign trade between Shenzhen and Germany, the customs department has established a "point-to-point" contact mechanism to guide enterprises to define the catalog of airborne equipment within the range of commodity codes for compulsory product certification, and help enterprises make good use of such convenient customs clearance policies as "two-step declaration", "early declaration" and "airworthiness certificate". In particular, in view of the characteristics of the Sino German manufacturing industry, we will strengthen the supervision of industry quality, reputation and technology, and vigorously support the construction project of the Sino German (European) Industrial Demonstration Park in Bao'an District.
According to customs statistics, in the first three quarters of this year, Jiangsu's import and export to Germany reached 165.51 billion yuan, up 7.3% year on year. "Home of Virtue and Enterprise" added vitality
Taicang City, Jiangsu Province, is a famous "hometown of Chinese German enterprises", with a total of 453 German funded enterprises. It has formed a characteristic industrial cluster of automobile core parts, high-end equipment manufacturing and other industries, including more than 50 "invisible champions" in the world. Cooperation with Germany continues to burst into vitality.
Kern Libers (Taicang) Co., Ltd. is the first German funded enterprise settled in Taicang, and has always been in urgent need of improving the overall business and management level of the company. After understanding the situation of the enterprise, Taicang Customs has set up a credit cultivation expert group to go to the enterprise for on-site guidance for many times, not only to publicize the newly revised Enterprise Standard for Advanced Certification, but also to guide the enterprise to carry out the 2022 import and export internal audit, and improve the enterprise's compliance management level.
"After obtaining the AEO senior certification qualification of the customs, the customer complaint rate and product error rate decreased significantly, and the customs clearance time was reduced by 50%, which enhanced our competitiveness in developing new markets." Chen Huanhuan, the customs affairs manager of the company, said that as an important member of Taicang European Chamber of Commerce and a senior German funded enterprise, Kern Libers (Taicang) Co., Ltd. also actively promoted the customs AEO policy to its partners, making it a "new card" of influential enterprises in the German enterprise circle. At present, there are 6 German funded enterprises in Taicang area that have become senior certified enterprises of the customs.
The regulatory model provides a "good prescription"
As early as November 2010, the economic and trade cooperation between Changzhou, Jiangsu and Germany was gradually deepened with the entry of Emac (China) Machinery Co., Ltd. into Jintan, Changzhou. From January to September this year, the total import and export value of Sino German (Changzhou) Innovation Industrial Park was 2.77 billion yuan, up 29.3% year on year.
Bo Bing, director of operations of Emak, said: "Previously, the company used the traditional electronic manual supervision model for import and export. This model took contracts as a unit, and each contract set up a manual. Affected by the epidemic, orders in overseas markets changed greatly, delivery dates were tight, contracts were often changed and rescheduled, and the number of Canadian trade contracts rose year after year. These factors made the manual supervision model difficult to adapt to the business needs of enterprises."
After learning about the enterprise's appeal during the visit, Changzhou Customs immediately issued a formula for "online supervision" to guide enterprises to open electronic account books. "Under this supervision mode, an enterprise sets up an account book, so that the bonded processing trade data can be intelligently supervised." According to Lu Shiqiang, the chief of the Second Comprehensive Business Section of Changzhou Customs, the electronic account book management concept of online supervision conforms to the management mode of mechanical enterprises, which can meet the requirements of the change and addition of diversified materials of enterprises without being limited by the quantity and bill of materials, and can also save certain taxes for enterprises. At the same time, through the customs supervision system, this supervision method can timely obtain enterprise customs data, automatically monitor risk prompts, and roll write off data, simplify enterprise account book establishment and write off procedures, and also help enterprises reduce administrative costs by about 20%.
"Changzhou's favorable policies of serving economic development and absorbing foreign capital have provided better conditions for investment, and also made us more confident about the future prospects." Thin ice said.
