Foreign trade is one of the "troikas" that drive economic growth and plays an important role in stabilizing the economy and promoting development. According to customs statistics, from January to October this year, the total value of foreign trade import and export of 7 cities in Guangzhou customs area was 1.6 trillion yuan, up 0.4% year on year, accounting for 22.8% of Guangdong's total foreign trade value.
Smooth logistics channels to support the development of new trade formats
On November 3, under the supervision of Foshan Customs Office in Chancheng under Guangzhou Customs, a batch of about 8300 cross-border e-commerce goods, such as clothing, shoes and boots, bags, jewelry, etc., successfully went through customs clearance procedures, and were exported to Pingxiang Port in Guangxi and finally transported to Vietnam.
"Now our biggest advantage in the Southeast Asian market is the timeliness of logistics. For example, customers in Vietnam can place orders on the same day and receive goods the next day at the earliest. The timeliness of land transportation is comparable to that of air transportation. The customs clearance at ports is smooth and efficient, and customers are satisfied. We are also full of confidence in the development of cross-border e-commerce industry." Zhang Chi, manager of Guangzhou Tailongman International Freight Forwarding Co., Ltd., said that customs data showed that from January to October this year, the cross-border e-commerce goods sent by the company to Southeast Asia had exceeded 1.2 billion yuan, including 309 million yuan in September, an increase of nearly 7 times month on month, a new high in the year.
In order to promote the development of new cross-border e-commerce formats, Guangzhou Customs has actively supported the development of the new model of "cross-border e-commerce+overseas warehouse" while promoting the construction of new logistics channels, and has successfully guided 30 enterprises to carry out the filing of overseas warehouse enterprises. According to customs data, from January to October this year, Guangzhou Customs supervised 460 million cross-border e-commerce retail imports and exports, up 78.6% year on year.
Innovate regulatory mechanisms to facilitate cross-border trade
On November 9, with the siren ringing, an international liner carrying 70500 tons of imported corn worth 208 million yuan docked at Nansha Grain General Terminal. The batch of imported corn will be used as animal feed for domestic farms after processing.
Nansha Grain Wharf is currently the largest grain import port in Guangdong Province. Supporting the building of Guangzhou Nansha Grain Distribution Center is an important measure taken by Guangzhou Customs to promote the import and export of key commodities.
In order to solve the problems such as the wide distribution of imported grain processing enterprises and the large demand for trans customs transportation, the customs office pioneered the innovative measure of "optimizing the quarantine approval process for imported bulk grain transported by ship", which is expected to save 5-15 days of logistics time for enterprises by submitting and approving qualified quarantine approval applications at the same time.
In October 2022, the overall customs clearance time of Guangzhou Customs for imports will be 20.77 hours, 75.07% less than that in 2017; The overall customs clearance time for exports was 0.54 hours, 95.21% less than that in 2017.
Support the construction of major projects and promote the development of industrial clusters

According to the statistics of Guangzhou Customs, in the first October of this year, the import trade volume of Guangzhou from Thailand and other countries along the "the Belt and Road" reached 92 billion yuan, up 17.4% year on year. Among them, 11.94 billion yuan was imported from Thailand, a year-on-year increase of 26.1%. On October 25, the cold chain project of Guangzhou Nansha International Logistics Center, the largest single cold storage in China, was officially launched. After the project is fully completed, 10000 TEUs of cold chain goods can be imported and exported every month.
It is understood that after the completion of customs clearance procedures for imported cold chain goods, they will radiate outward through the expressway, reaching the cities of Guangdong Hong Kong Macao Greater Bay Area within one hour and all parts of the country within 24 hours. According to the customs data, from January to October this year, the import volume of cold chain goods at Nansha Port was 18.572 billion yuan, up 77.94% year on year, and the import volume rose to the third place nationwide.
Chen Zhen, Deputy Commissioner of Guangzhou Customs, said that in the next step, the Customs would continue to make efforts in terms of innovating the regulatory model, improving the level of cross-border trade facilitation, cultivating new momentum for foreign trade development, and implementing tax and fee reduction measures, so as to reduce the burden, cost, and efficiency of enterprises, do everything possible to ensure market players, cross-border logistics, and industrial chain supply chain stability, and make every effort to promote foreign trade stability and quality.
