Foreign trade enterprises put forward three demands
According to the report, foreign trade enterprises are facing multiple problems, such as shrinking external demand, insufficient orders in hand, high comprehensive costs, repeated epidemics, and increased economic and trade frictions. Foreign trade enterprises put forward three policy appeals: first, continue to strengthen the implementation of tax and fee reductions, continue relevant preferential tax relief measures, and help enterprises reduce costs, increase confidence and solve problems. Second, accelerate the resumption of domestic offline exhibitions, actively organize foreign trade enterprises to participate in overseas exhibitions, and improve the convenience of cross-border personnel mobility. Third, increase the training and consultation of foreign trade enterprises on the use of preferential policies of the Free Trade Agreement, help enterprises effectively deal with international economic and trade frictions, and comprehensively improve their ability to use preferential policies and fight against external risks.
In terms of economic and trade frictions, Sun Xiao said that in order to help enterprises effectively deal with economic and trade frictions and provide risk warning and decision support, CCPIT systematically tracked the economic and trade measures of 20 countries (regions), initiated the global economic and trade friction index report worldwide, and regularly released the global economic and trade friction index report. Up to now, more than 20 reports have been released.
According to the observation of Huacheng's import and export data, the global trade friction index in June was 273, which was at a high level, up 90 points from May and 91 points from the same period last year.
Sun Xiao said that according to the data of the first six months of this year, there are five characteristics of the current economic and trade frictions: first, the global economic and trade frictions index remained at a high level in the first half of this year; second, the United States is still the main initiator of the global economic and trade frictions; third, the negative impact of the Ukrainian crisis has become a new incentive for economic and trade frictions; fourth, the global economic and trade frictions have affected more and more products; fifth, the economic and trade frictions have affected the stability of the positive supply chain, food security Financial transaction security and other fields spread.
"We call on the global business community to continue to strengthen mutually beneficial and win-win cooperation, promote governments of all countries to commit themselves to dialogue without confrontation, to tearing down walls without building walls, to integration without decoupling, to inclusion without exclusion, and to actively promote economic globalization towards a more open, inclusive, inclusive, balanced and win-win direction." Sun Xiao said.
The policy of stabilizing foreign trade has been introduced continuously
Since this year, China has increased the implementation of measures to stabilize foreign trade and foreign capital. Recently, a new round of stable foreign trade policy was introduced to support the stable development of foreign trade. Sun Xiao said that CCPIT will also closely follow the new trend of the world economic situation and the new difficulties of foreign trade enterprises, Help enterprises rescue: "Build more platforms and organize enterprises to participate in B20 (G20 Business Summit) APEC Business Advisory Council Meeting, organize enterprises to participate in large-scale foreign exhibitions in due time, and do everything possible to help enterprises grasp orders, expand markets and seek business opportunities. We will guide enterprises to make full use of the preferential policies of free trade agreements such as RCEP, improve the facilitation level of issuing preferential certificates of origin, do a good job in international economic and trade arbitration, commercial mediation and intellectual property services, and help enterprises strengthen compliance construction and deal with trade frictions. " Sun Xiao said.

Coincidentally, recently, the Ministry of Commerce issued Several Policies and Measures to Support the Stable Development of Foreign Trade, which is deployed to strengthen foreign trade performance, further develop international markets, strengthen security capabilities, and promote smooth trade. Since this year, various departments around the country have also introduced a number of measures to help foreign trade enterprises expand the market by guaranteeing orders.
For example, since this year, Guangdong, the country's largest foreign trade province, has withstood the pressure under the impact of the epidemic situation and sluggish overseas demand, and a series of powerful foreign trade stabilizing policies and measures have been put into effect, stabilizing the foreign trade market. According to the Huacheng Import and Export Data Observation Report, from January to August this year, Guangdong's foreign trade import and export reached 5.27 trillion yuan, an increase of 0.6%, of which the export reached 3.34 trillion yuan, an increase of 4.9%.
Since last year, Guangdong Province has continued to implement the "Top Ten Projects of High Quality Trade Development", including the Digital Trade Project, the "Guangdong Trade Global" brand project, the customs clearance facilitation reform project, and the new trade format project. It has launched a large number of practical and hard calls in terms of unblocking trade channels and tapping the potential of foreign trade growth. For example, it is proposed to hold more than 100 "Guangdong Trade Global" and "Guangdong Trade National" online and offline economic and trade activities for overseas and domestic markets each year, respectively, to drive more than 10000 enterprises to participate and help enterprises expand domestic and international markets.
Chongqing has set up a special class for stabilizing foreign trade, established a contact and visit system for 100 key foreign trade enterprises, and a tracking service mechanism for 400 key foreign trade enterprises by classification. In accordance with the principle of "one enterprise, one policy, one problem, one plan", Chongqing has increased the coordination and scheduling of foreign trade enterprises in key areas such as automobiles in terms of labor, electricity, gas, and logistics transportation, which has effectively boosted enterprise confidence.
However, Jiangsu Province has successively introduced policies and measures such as "14 policies for cross cycle adjustment and stability of foreign trade", "16 policies for accelerating the development of new business forms and new models of foreign trade", and "12 policies for promoting stability and quality improvement of foreign trade", so as to fully stabilize the basic foreign trade market.
"To continue to strengthen the construction of the supply chain system is the top priority for the safe development of foreign trade." Xuan Ye, the dean of the School of International Business and Economics of Nanjing University of Finance and Economics, suggested that relevant scientific research institutions should cooperate with real enterprises to break through the "choke" problem, and build a stable market competitiveness.
