Shenzhen has officially released the Shenzhen Action Plan for Promoting the High Quality Development of Cross border E-Commerce (2022-2025).

The Action Plan points out that by 2025, Shenzhen will be among the top cities in the country in terms of the development scale, innovation capacity, infrastructure, ecological environment, comprehensive competitiveness of enterprises, international exchange and cooperation, and will initially become an international hub city of cross-border e-commerce. To this end, the Programme of Action proposes a number of specific development goals.

The industrial scale and quality are leading in China. Strive to achieve an import and export volume of cross-border e-commerce of more than 100 billion yuan by 2025, leading the number of cross-border e-commerce market players, revenue scale, tax contribution and other scales in China, adding 5-10 cross-border e-commerce listed enterprises, with an annual export volume of more than 100 million yuan, no less than 50 cross-border e-commerce brands, and an area of more than 3.5 million square meters for enterprises to build and operate overseas warehouses.

The ability of industrial innovation has been significantly enhanced. New business types and models of cross-border e-commerce are emerging constantly, with a strong atmosphere of innovation and development. The innovation and development ability of market players, the reform and innovation service level of government departments, and the concentration of innovative talents lead the country.

The industrial infrastructure is efficient and complete. An integrated international logistics service network of sea, land, air and railway has been built, customs clearance and supervision areas and places have been linked with ports in an efficient manner, online comprehensive service platforms have the "one-stop" comprehensive service capabilities, and various professional service platforms can provide personalized innovative services for international trade enterprises.

The industrial ecological environment is improving day by day. A number of innovative and breakthrough reform pilot measures were implemented to establish Shenzhen's leading position in the country in terms of cross-border e-commerce business environment and international trade facilitation. Cultivate a group of specialized and characteristic service enterprises, and comprehensively create an industrial development ecology with efficient division of labor and comprehensive cooperation.

International exchanges and cooperation are flourishing. A series of international industrial development exchange activities and well-known exhibitions were held, and cross-border e-commerce cooperation and exchanges with countries and regions along the "the Belt and Road" and RCEP countries were increasingly close, and they actively participated in the formulation of international e-commerce standards and rules.

The Action Plan proposes seven actions to implement, specifically including market players' actions to strengthen the foundation and strengthen the economy, industrial development quality improvement and innovation, regulatory service reform, financial innovation to help enterprises benefit enterprises, talent driven innovation, customs clearance and logistics efficiency expansion, and environmental optimization and empowerment, involving a total of 21 key tasks.

The actions taken by market players to strengthen the foundation and strengthen the yuan include strengthening the cultivation and introduction of platform enterprises, supporting international trade e-commerce enterprises to become bigger and stronger, promoting the improvement of quality and efficiency in industrial parks, and striving to cultivate and strengthen market players.

Industrial development, quality improvement and innovation actions include promoting enterprise quality and brand upgrading, strengthening enterprise innovation and development path, guiding enterprises to improve digital level, and promoting enterprise brand development and digital construction level.

The reform of regulatory services includes carrying out the reform of customs clearance facilitation, optimizing the tax policy environment and facilitating cross-border capital settlement, and accelerating the construction of a more perfect customs clearance, tax and foreign exchange payment and settlement environment.

Financial innovation helps enterprises to benefit themselves, including strengthening credit financing support, optimizing insurance service supply and supporting direct financing of enterprises. By increasing financial and insurance support, enterprises can meet their capital needs.

Talent driven innovation initiatives include exploring diversified talent cultivation mechanisms and strengthening professional talent public services, constantly expanding cross-border e-commerce talent supply and enhancing talent service levels.

The customs clearance logistics efficiency and capacity expansion actions include optimizing the customs clearance service capacity, building a convenient and efficient logistics network, and improving the development level of overseas warehouses. By strengthening the construction layout of customs clearance regulatory sites and overseas warehouses, and enriching cross-border logistics channels, we can meet the customs clearance facilitation and huge freight demand of cross-border e-commerce development.

The actions to optimize the environment and empower the foundation include improving the comprehensive service system, promoting the construction of standardization capacity, strengthening the compliance guidance of international trade enterprises and strengthening international exchanges and cooperation, promoting the construction of a more perfect cross-border e-commerce public service system, and optimizing the business environment.

Since 2015, the State Council has successively approved the establishment of 132 cross-border e-commerce comprehensive pilot zones in various provinces and cities across the country. Relying on the contactless and convenient online transaction mode of e-commerce, through the comprehensive pilot zones, supervision and institutional innovation in customs clearance, foreign exchange, taxation and other aspects have been carried out, helping to improve the quality and efficiency of international trade, and has made remarkable achievements.

Shenzhen is the second batch of cross-border e-commerce comprehensive pilot zones in China. Since its establishment with the approval of the State Council in 2016, after seven years of exploration and practice, it has achieved remarkable results in the scale of cross-border e-commerce industry, market players, development environment, innovation ecology, etc. The development of cross-border e-commerce has a good foundation and obvious first mover advantages.
