Xiamen Council for the Promotion of International Trade attaches great importance to RCEP-related work, actively promotes RCEP-related policies, launches rules of origin interpretation training, one-to-one tariff preferences, preferential category determination services, and a series of measures such as compiling and printing service guides to help international trade companies understand Master relevant policies of RCEP, make good use of policy dividends, and seize development opportunities.

Preliminary results have been achieved in promoting the import and export of Xiamen international trade enterprises and the restructuring of the industrial and supply chains.

The first is to carry out extensive RCEP publicity and promotion activities. In order to fully do a good job in the origin visa work under RCEP, 10 sessions of RCEP-related training were held before and after the implementation of RCEP, and more than 6,000 enterprises were trained. Improve the ability of Xiamen CCPIT enterprises to utilize relevant policies and preferential measures of RCEP.

The second is to set up a RCEP preferential certificate of origin service window. Set up a preferential certificate of origin service window in the comprehensive service hall of the Free Trade Pioneering Zone of the Haisi Central Legal Area, open a service hotline, provide "one-to-one" consulting answers and business handling guidance for international trade enterprises, and provide business consultation and product filing for enterprises , certificate application and other full-process services.

The third is to compile and print the RCEP service guide. According to the feedback on the questions and opinions collected by the enterprise survey, CCPIT Xiamen compiled and printed the "RCEP Service Guide", which is divided into four parts: introduction to the RCEP agreement, RCEP preferential certificate of origin application process, RCEP rules of origin questions and answers, and RCEP preferential certificate of origin frequently asked questions. content, which is convenient for enterprises to learn and use.

The fourth is to provide personalized application guidance. Xiamen Council for the Promotion of International Trade has vigorously carried out "beneficial services for enterprises", visited enterprises in depth, delivered services to their doors, and provided personalized services for enterprises. This year, more than 20 companies have been visited and researched, and corporate cases have been sorted out for reference.

Five is to continuously improve the level of visa services. Strengthen the business training of visa personnel, improve business capabilities, and ensure the quality of visa work. Continue to promote visa facilitation, realize the online application of RCEP certificates throughout the process, promote independent printing at the enterprise end, provide mailing services, and achieve "office without meeting" services to meet the needs of enterprises.

According to statistics, CCPIT Xiamen issued 747 RCEP visas from January to June, accounting for 65.41% of the total number of visas issued by the CCPIT system in Fujian Province. CCPIT Xiamen issued 1,232 RCEP preferential certificates of origin from January to September, with a visa amount of nearly 57 million U.S. dollars, it is expected to reduce or exempt import duties of 400,000 U.S. dollars for international trade companies.
