According to the data released by the General Administration of Customs on November 7, China's total import and export value in the first 10 months of this year was 34.62 trillion yuan, up 9.5% year on year. Among them, the export reached 19.71 trillion yuan, up 13%. The double-digit growth of export growth is one of the important forces to promote the stability and recovery of China's economy.

Since this year, China has attached great importance to the work of stabilizing foreign trade, and clearly proposed to promote the steady development of foreign investment in international trade and accelerate the progress of export tax rebate. In April, the State Administration of Taxation and other ten departments issued the Notice on Further Strengthening the Support for Export Tax Rebates to Promote the Steady Development of Foreign Trade, which proposed 15 measures from three aspects: increasing enterprise assistance policies, improving the convenience of handling tax rebates, and optimizing the business environment for export enterprises, to help foreign trade enterprises alleviate difficulties and promote the steady development of imports and exports.

At present, the average time for the national tax authorities to handle normal tax refunds for all export enterprises has been reduced to 6 working days. For Class I and II enterprises with good export tax rebate credit qualification and a high proportion of tax rebate scale, the progress of export tax rebate has been further accelerated, and the average time for handling normal tax rebate has been reduced to 3 working days.

At the same time, the export tax rebate process has been continuously optimized. The State Administration of Taxation has actively promoted the "non-contact" handling of export tax rebates, simplified 11 kinds of declaration materials, and implemented the deficit tolerant handling and other measures to help enterprises reduce the burden and improve the efficiency of tax handling. The latest data from the State Administration of Taxation shows that from the implementation of the policy to November 10, all export tax rebates of all enterprises applying for export tax rebates can be handled online throughout the process; 49000 enterprises have reduced the number of paper materials submitted by 430000; More than 15000 new export tax rebate enterprises have enjoyed the convenience of handling the shortage.

Guo Yiming, director of Jufeng Investment Advisory, said that the accelerated handling of export tax rebates, combined with the enhanced export tax rebates, is conducive to optimizing the business environment of export enterprises, on the other hand, it is also conducive to improving the turnover rate of capital of export enterprises and boosting their confidence and enthusiasm.

When talking about how to better promote the stable growth of foreign trade, Zhang Yiqun said that, in order to stabilize and consolidate the good situation of China's foreign trade exports, we should deeply implement the export tax rebate policy, accelerate the expansion of the seventh batch of cross-border e-commerce comprehensive test zones, enrich export commodities, increase effective export supply, expand export channels, and fill the gap in the international market. At the same time, we should stabilize the advantages of foreign trade in coastal areas, support the development of foreign trade in inland areas, open up the domestic market, complement the advantages of foreign trade commodities, funds, and talents, and enhance our ability to open up international trade markets. In addition, we will make overall plans for preferential policies on domestic taxes, finance, industry and foreign trade, accelerate domestic technological transformation and industrial upgrading, and exchange technological advantages, quality advantages and service advantages for market advantages.
