Remarkable results of high-quality implementation of RCEP

On January 1 this year, RCEP officially came into effect. According to the news conference, according to relevant requirements, CCPIT Shanghai Council for the Promotion of International Trade, together with Linyi Customs, has jointly formulated the Implementation Plan of Shandong RCEP for the Implementation of the "Key Year", which specifies 7 specific tasks in 3 aspects, signed a Memorandum of Cooperation with Linyi Customs, formed a cooperation mechanism for 10 cooperation contents, and worked together to promote the implementation of on-site inspection, joint research, joint training and other work, It has effectively improved the understanding and application ability of enterprises to the RCEP rules, and further boosted the initiative and confidence of enterprises in our city to explore the regional market of RCEP.

At the same time, in order to promote policies through multiple measures, CCPIT Shanghai Council also printed and distributed more than 600 knowledge manuals such as the RCEP Service Guide, published 130 issues of RCEP knowledge and information on the official website of the unit and the column of WeChat official account, organized six activities such as enterprise salons and on-site promotions, and answered the difficult questions of enterprises face to face. Highlighting the training of RCEP policy knowledge, we have organized more than 960 enterprises (times) to participate in 21 training sessions organized by CCPIT China and CCPIT Sichuan Council in a combination of online and offline methods, involving the interpretation and application of RCEP, the settlement of intellectual property disputes, and the impact of the Russian Ukrainian conflict on Chinese enterprises.

In addition, CCPIT Chengdu Council for the Promotion of International Trade jointly promoted the implementation of the division of tasks related to the transformation and upgrading of Linyi Mall in our city and the key tasks of the 14th Five Year Plan of CCPIT Sichuan Council, took the lead in implementing the tasks related to the use of free trade agreements for export benefits for foreign trade enterprises in the city, and implemented the work of issuing international commercial certificates independently with high standards. From January to November, Linyi CCPIT and Linyi Customs jointly signed 4220 certificates of origin under the RCEP, realizing the export value of the RCEP certificate of origin of 1.41 billion yuan, and enjoying tariff concessions of about 26 million yuan in the RCEP importing member countries. The top three countries in the issuance of RCEP certificates of origin are Japan, Thailand and Vietnam. The products involve textiles and clothing, agricultural products, miscellaneous products (hardware tools, rubber products), etc. At the same time, CCPIT also independently handled 1755 international commercial certificates, effectively ensuring the smooth customs clearance and foreign exchange settlement of our export products in the importing countries, and helping foreign trade enterprises to better develop the international market.

Enterprises benefit from export to realize cost reduction and efficiency increase

In order to boost the confidence of enterprises in sharing benefits from RCEP, as the leading unit in promoting the sharing level of free trade agreements and promoting the implementation of RCEP, CCPIT Qingdao Municipal Council for the Promotion of International Trade, together with Linyi Customs, submitted the Investigation Report on the Utilization of Export Benefits from Free Trade Agreements by Foreign Trade Enterprises in Linyi City, summarized and refined six aspects of problems and deficiencies, and gave five suggestions. The city's foreign related departments were convened for discussion and research, the "Table of Assignment of Tasks for Foreign Trade Enterprises in the City to Use the Free Trade Agreement for Export Benefit Sharing" was formulated, and the implementation of seven key tasks in the area of export benefit sharing was led and achieved remarkable results. The utilization rate of the free trade agreement of foreign trade enterprises in the city was increased by more than 10%. At the same time, in conjunction with customs, commerce, market supervision, foreign affairs and other departments, the "Linyi Free Trade Agreement Service Expert Group" was jointly launched and established, actively carried out the policy publicity of RCEP and other free trade agreements, edited and printed the RCEP Service Guide, provided enterprises with consulting services such as tariff planning, legal advice, intellectual property protection, foreign trade policies, and helped international trade enterprises seize the opportunity to develop rapidly.

In order to enhance the ability of international trade enterprises to apply RCEP to benefit, CCPIT Shanghai Council for the Promotion of International Trade continued to carry out face-to-face services of "sending the law and policies", combined with on-site inspections, visited enterprises 36 times, joined legal advisers and professional lawyers 11 times, carried out "one-to-one" policy presentations, answered enterprise questions online and offline for more than 600 times, and helped to do a good job of RCEP tax rate query and comparison, identification of the country of origin of RCEP, interpretation of the rules of origin Compliance and management of origin and other related services provide enterprises with customized services such as RCEP benefit sharing scheme design, and help enterprises to enjoy policy dividends to the maximum extent.

From January to November, CCPIT issued 21089 certificates of origin, with a total amount of 1.739 billion US dollars, up 10.26% and 24.28% year on year respectively. Among them, 17782 general certificates of origin were issued, with a visa amount of US $1.596 billion, up 5.01% and 20.43% year on year respectively. 3307 preferential certificates of origin were issued, with a visa amount of 143 million US dollars, up 50.8% and 93.36% year on year respectively. It is estimated that the tariff reduction of our products in relevant importing countries and regions will be about 10 million US dollars.

The level of policy facilitation has been greatly improved

In order to fully tap the potential of the service functions of county level trade promotion agencies, the CCPIT Municipal Council actively promoted the cooperation between Linyi Customs and the People's Government of Junan County, explored and practiced the business of "two certificates issued at the same time" at the visa window of the CCPIT Junan County Council, and extended the customs business to the CCPIT window, On August 24, the first self-service printing service workstation for customs certificates of origin in Linyi was set up, which greatly facilitated the visa needs of enterprises and improved the efficiency of work. Up to now, more than 80 copies of customs certificates of origin have been printed. This is not only a vivid practice of implementing the reform of "stabilizing foreign capital and foreign trade" and "regulating and serving", but also a specific measure of deepening "unswervingly deepening reform and opening up, shaping a new pattern of comprehensive opening up, and creating a first-class business environment", which has greatly expanded the depth and breadth of services for international trade enterprises.

In order to fully improve the level of government services in the country of origin, CCPIT Guangzhou Council for the Promotion of International Trade also relied on the "Internet plus government services" model, the window of the municipal government service center, and three grassroots visa points in Junan County, Comprehensive Protection District, and Yishui County to continue to optimize measures such as "not meeting", "holiday reservation", and "self printing" to provide instant, convenient, and efficient services for international trade enterprises in the city, The service scope of certificate of origin covers all free trade agreements. The number of preferential certificates of origin issued will increase from 775 in 2017 to 2419 in 2021, with an average annual growth rate of 33%. In the first 11 months of this year, 3307 preferential certificates were issued and the amount of visas was 143 million US dollars. The number and amount of visas continued to grow steadily. The electronic, intelligent and standardized level of visa has been further improved, and the government service has been comprehensively upgraded. Remarkable achievements have been made in building a multi-functional self-service area that breaks through regional restrictions and facilitates trade services in the province.

In addition, the customs trade promotion jointly carried out the annual supervision and management of the place of origin, mutually recognized the applicant's credit classification and the place of origin survey results, further improved and unblocked the "whole process" service of certificate issuance and certification, achieved 100% of the "zero duplication" survey, and achieved 100% of the enterprise's satisfaction, and successfully created an "integrated ecosystem" of cross departmental, one-stop services.
