Weifang seizes the opportunity, actively connects, and helps enterprises to develop the international trade market.

Gol Group is a well-known leading foreign trade enterprise at home and abroad, with the import and export volume ranking first in Weifang. However, due to the epidemic situation, the orders of enterprises are affected, which restricts the rapid development of enterprises. Since October, the Secretary of Weifang Municipal Party Committee Jiang Duntao and Mayor Liu Yun have personally served as the service specialists of Geer Group. They have led relevant departments to work at Geer's site three times successively to solve problems at the front line, focus on various advantageous resources to support Geer to accelerate its development, and encourage enterprises to firmly believe in opening up the international trade market. Goethe Group took stock of the situation and sent small teams to North America and other countries and regions to actively explore the market.

In order to more accurately grasp the demands of foreign trade enterprises, Weifang has implemented one-to-one nanny service specialists for 232 foreign trade enterprises since October. Regular visits to key foreign trade enterprises in the city were carried out, and research was carried out around the development of cross-border e-commerce and other new business forms, orders in hand, financing, logistics and other aspects, to deliver services, policies and information to enterprises, so as to help enterprises expand their business ideas and tap their internal potential. In view of the problem that some enterprises are not familiar with foreign trade business, the commercial department has taken the initiative to connect, carefully guided and assisted the enterprises to complete the approval process, which has reduced the business costs of enterprises. Actively promote foreign trade enterprises to settle in the "Shandong Stable Foreign Trade and Foreign Capital Service Platform", help enterprises solve difficulties, and timely push the enterprise employment, financing, logistics and other demands to the relevant departments for coordination and solution, totaling 281 problems solved by 256 enterprises.

The policy of "prescription" for symptoms is more accurate

Weifang City implemented the national and Shandong Province's policies and measures to stabilize foreign trade. In response to the special situation of the COVID-19, it timely adjusted and optimized the policy support focus to achieve a targeted goal. It has successively issued the "Weifang City's Policies and Measures to Stabilize Foreign Trade", "Weifang City's Policies and Measures to Support the Development of Cross border E-Commerce" and other policies and measures to face the difficulties faced by foreign trade enterprises and effectively relieve the impact of the epidemic on foreign trade enterprises.

In view of the problems such as the epidemic situation blocking the flow of personnel, factors and the difficulty of enterprises' exhibitors leaving the country, we innovatively carried out the international trade market development plan, and insisted on organizing enterprises to explore the market both online and offline. This year, 76 enterprises including Haohua Tire, Baiyi Textile, Sanhui Food and Huatao Food have been organized to participate in 82 exhibitions abroad, including German Berlin Fruit and Vegetable Exhibition, Japan Asia Textile Garment Exhibition, Korea International Food Exhibition and Dubai China Tire Auto Parts Exhibition, with new orders of more than 2 billion yuan. Through the online way, 906 enterprises such as Ecotech Economic and Trade and Fumax Tire were organized to participate in 112 transnational docking activities, and more than 10 billion yuan of foreign trade orders were negotiated.

In view of the changing international situation and increasing trade risks, enterprises generally have worries about the future. Together with the credit insurance department, we will improve the export credit insurance tools, expand the coverage of export credit insurance in an all-round way, improve the protection of export collection risks, and help enterprises' goods go to sea with ease. "With the strong support of the export credit insurance policy, we can be more comfortable and smooth in conducting cross-border trade business." Recently, a key import and export chemical enterprise in Weifang received 1.4 million dollars of export credit insurance compensation.

Aiming at the financing problems of enterprises, we organized special government bank enterprise matchmaking meetings, implemented precise financing matchmaking, reduced the financing costs of enterprises, and effectively solved the problem of capital shortage of enterprises. Organize a large publicity campaign on policies for enterprises to help enterprises accurately grasp the national, provincial and municipal policies for stabilizing foreign trade and benefiting enterprises, ensure that the "red envelope" policy is delivered accurately, and the preferential policies for enterprises are "fully covered", so that enterprises can "enjoy everything" and "enjoy everything".

The configuration of "nutrition package" is more ecological

Since last year, Weifang started to plan to select people who are familiar with international rules and proficient in international economic and trade business from the city's party and government organs, enterprises and institutions, business associations and other social organizations to serve as economic and trade representatives, go to Japan, South Korea, Europe, the United States and other regions with a purpose, and connect with local chambers of commerce, enterprises and government departments in advance, so as to explore ways for enterprises to go out on a large scale. With the further optimization of epidemic prevention and control measures, Weifang established a new service mechanism for foreign trade enterprises at the first time. A hotline was set up to sort out 10 service telephones for overseas exhibitors, foreign-funded enterprises, overseas investment promotion, and entry-exit coordination, clarify the contact person, and respond to the needs of enterprises in the process of going global and bringing in customers at the first time and make full efforts to coordinate and solve them. Regularly release the information of key overseas exhibitions, screen the annual "Hundred Exhibition Plan" recommendation directory in combination with Weifang's industrial advantages and import and export market layout, and release them in batches through the media. It organized a series of economic and trade negotiation activities in Japan, South Korea, Vietnam, Malaysia and the European Union in batches across the New Year's Day. 146 enterprises, including Craftsman Bakery, Bai Yi Textile and Santao Food, have signed up to participate. We organized a series of overseas economic and trade investment promotion activities in Europe, the United States (North America), the Greater Bay Area, Japan, South Korea, Singapore, and other countries. Cities and counties cooperated with each other, and the government led the team. We took the initiative to go out and bring in, connect key projects, and seize the international trade market.

Behind going out to grab orders, the government and enterprises are working in the same direction, with enterprises in front and government services behind. Foreign trade enterprises are most worried about not being able to participate in overseas exhibitions. Now, with the accelerated opening of global exhibitions, enterprises still dare not take bold steps. In order to dispel the concerns of enterprises, the business department of Weifang City actively serves in the front, establishes a linkage service mechanism with the public security, foreign affairs, customs and other departments, optimizes the entry and exit facilitation measures for business personnel, and a series of "combination fists" are frequently used to effectively open up the "last mile" of government enterprise interaction, encourage enterprises to go out to "meet customers", "grab orders" and "expand the market", and fully support enterprises to ensure smooth exit and return home without worry. In addition to the government's booth subsidies and air ticket subsidies for enterprises, it also uses the resources of the superior departments to organize enterprises to leave the country in the form of chartered flights (cabins) for destinations that are difficult and expensive to book tickets.
