The origin office of the Trade Promotion and Exchange Center of the China Council for the Promotion of International Trade (hereinafter referred to as the Trade Promotion Center) recently received an application for a certificate of origin for export to New Zealand under the Regional Comprehensive Economic Partnership Agreement (RCEP) submitted by a material company in Beijing. The certificate involves 14 products with different tax numbers. The staff found that the tariff rate under the China New Zealand Free Trade Agreement is better than that under RCEP, and the overall tariff rate is about 5% lower after checking and comparing the applicable treaty tax rate for each product with different tax numbers one by one. Take 701,915 (glass fiber chopped felt) and 560,819 (diversion net) as examples: the tariff rate of the above products under RCEP is 5%, while the tariff rate under China New Zealand Free Trade Agreement is 0. The staff immediately guided enterprises to adjust the application type of certificates to the certificate of origin of China New Zealand Free Trade Agreement, helping international trade enterprises enjoy the best tariff.
It is understood that the amount of goods exported by the enterprise to New Zealand and Australia each year is more than one million dollars, and the product categories are mainly glass fiber, covering textiles, plastic products, base metals and other categories. The correct selection of the certificate of origin applicable to the optimal tax rate can reduce the import tariff of about 50000 dollars for enterprises in international trade. While bringing considerable economic benefits, it can greatly enhance the close cooperation with business partners and effectively enhance the competitiveness of enterprises in the international trade market.
Since its official implementation on January 1, 2022, RCEP has continued to release trade dividends and inject new impetus into regional economic development. As a free trade agreement covering the largest population and the largest economic and trade scale in the world, RCEP is different from the previously implemented China ASEAN, China New Zealand, China South Korea, China Australia and other regional free trade agreements in terms of tariff concessions for some products. In order to ensure that enterprises can enjoy the optimal tariff concessions, relevant parties should make joint efforts to comprehensively study and judge, flexibly select and apply the rules of origin under different agreements, so that enterprises can enjoy the tariff dividends brought by the Free Trade Agreement to the greatest extent.
