Constantly stimulate the market vitality of private international trade enterprises

2022-12-29

Private economy is an important foundation for China's economic and social development. Since this year, the economic situation at home and abroad has become increasingly complex and severe. China's international trade development is faced with many uncertain factors, such as delayed epidemic, continued geopolitical conflicts, exchange rate fluctuations, and so on. It is worth noting that private foreign trade enterprises have given full play to their advantages of high operational flexibility and strong market adaptability, and have risen to the challenge and overcome the difficulties, becoming the "resilient responsibility" of stabilizing foreign trade.

In May this year, the General Office of the State Council issued the Opinions on Promoting the Stability and Quality Improvement of Foreign Trade, proposing 13 specific policies and measures to help foreign trade enterprises cope with difficult challenges. At the same time, we continued to increase tax and fee reductions. Since this year, the new tax and fee reductions and tax rebate and tax relief have exceeded 4 trillion yuan, benefiting many private international trade enterprises. In addition, in recent years, the state has introduced a series of policies and measures to optimize the business environment and stimulate the vitality of market players. The system of laws, regulations and policies to protect and promote the development of small and medium-sized enterprises has been constantly improved, creating a good environment for the development of private enterprises.

It is worth noting that small, medium and micro foreign trade enterprises are the concentrated components of private enterprises, and also the "capillaries" of China's international trade industry. They have played an important role in exploring new forms and models of foreign trade.

"Although the international market environment is not very optimistic this year, we are still working with domestic and foreign partners to build an industrial chain to meet the personalized customization needs of users and explore new growth points of performance," said Wang Ruihua, general manager of Xingtai Liangneng International Trade Co., Ltd. (hereinafter referred to as Xingtai Liangneng).

Xingtai Liangneng is a private professional supplier and exporter of children's toys. Its core products are children's simulation cars, bicycles, motorcycles, engineering vehicles and related children's toys. At present, the green and high-quality children's products provided by this enterprise have been exported to the United States, Britain, Europe, Russia, Malaysia, Vietnam, Australia and other countries and regions.

It is reported that in recent years, in order to meet the market demand, Xingtai Liangneng has developed the international market in an all-round way by combining online and offline. At present, it has accumulated about 80000 wholesalers, end consumers and other customers. The enterprise also explored offline marketing channels through professional exhibitions, offline market promotion, overseas warehouse cooperation, etc., and made use of China Export&Credit Insurance Corporation, overseas warehouse, overseas employees and agent cooperation to reach customers through multiple channels.

Private enterprises have become a new trend in the development of foreign trade in various regions by keeping an eye on changes in the global trade pattern, constantly expanding channels, strengthening independent innovation, and actively opening up international trade markets. In the first 11 months of this year, private enterprises in Shandong Province achieved import and export of 2.2 trillion yuan, up 17.6% year on year, accounting for 73.4% of the province's total import and export value, up 2.6 percentage points year on year; In the first 11 months of Hebei Province, an industrial province, the total value of foreign trade imports and exports was 505.28 billion yuan, up 3.6% year on year. In terms of the nature of enterprises, private enterprises accounted for more than 60%, and the import and export of private enterprises reached 335.87 billion yuan, up 10.5% year on year, accounting for 66.5% of the total value of imports and exports; In the first 11 months, the import and export of private enterprises in Jiangsu Province reached 2 trillion yuan, an increase of 12.3%, accounting for 40.1% of the total foreign trade value of Jiangsu Province. The growth rate of private enterprises in Jiangsu Province was 5.6 percentage points higher than that of the whole province, driving the import and export growth of Jiangsu Province by 4.7 percentage points, which is the main driving force for the growth of foreign trade in Jiangsu Province this year.

As far as the whole country is concerned, according to the customs statistics, in the first 11 months of this year, there were 585200 foreign trade enterprises with import and export performance, an increase of 5.9% year on year. Among them, the import and export scale of private enterprises in the first 11 months reached 19.41 trillion yuan, an increase of 13.6%, accounting for 50.6% of China's total foreign trade value, 2.2 percentage points higher than the same period last year. Especially in the sustainable development of new foreign trade formats, private enterprises are more dynamic and resilient.

Pang Chaoran, an associate researcher of the Research Institute of the Ministry of Commerce, believes that in the first 11 months, China's foreign trade has shown strong development resilience, benefiting from sound and perfect production supply and continuous expansion of domestic demand. Driven by domestic policies, the vitality of various entities, especially small and medium-sized enterprises, has been continuously released, and the status of private enterprises as the largest subject of foreign trade has been further consolidated.

The reason why private enterprises can make such achievements is closely related to their initiative in the face of difficulties. Since this year, in terms of market development, in the face of declining demand in major markets in the United States and Europe, private enterprises have increased their foreign trade efforts to ASEAN, Latin America and countries along the the Belt and Road, and achieved remarkable results.

At the same time, private foreign trade enterprises are striving to improve their core competitiveness, upgrading from OEM for foreign brands to developing their own brands and expanding the international market.

"In recent years, although the profit of OEM business is decreasing, the profit of our own brand business is more than five times that of OEM, and the enterprise takes branding as the long-term development direction." The person in charge of textile foreign trade enterprises from Zhejiang told the reporter.

According to Wang Ruihua, his company has registered two trademarks overseas, mainly covering North America. In terms of developing the European market, three EU CE certificates have been registered, covering children's tricycles, children's motorcycles and children's electric vehicles.

However, there are challenges. In recent years, the comprehensive cost of foreign trade enterprises has risen, and the operational risk and pressure are at a high level, which is also a common problem. In September, the Ministry of Commerce issued Several Policies and Measures to Support the Stable Development of Foreign Trade, proposing a number of policies and measures from the aspects of ensuring production and performance, supporting competitive products to explore the international market, actively supporting enterprises to participate in various exhibitions and seize orders, and further promoting smooth trade. The Ministry of Commerce also revealed at the recent regular press conference that the next step to help foreign trade enterprises will be from three aspects: first, to facilitate business personnel exchanges; Second, play the role of various exhibitions; Third, help foreign trade enterprises to obtain overseas market information. In particular, the Ministry of Commerce will guide local and relevant institutions to improve the supply capacity of information services in overseas markets, and support small and medium-sized international trade enterprises to obtain more high-quality information services, in response to the problems reflected by some small and medium-sized foreign trade enterprises that it is difficult to obtain information on overseas markets and the high cost.
